Chinese Optimal Environmental Policy Research On Taxes, Permits And Kyoto-Like Numerical Rule

Abstract/Summary:
The environment has begun to threaten to human health and the sustainable development of economy directly with the high speed development of economy, so the United States Environmental Protection Agency began to call for global action to pay close attention to the issue together. Currently measures taken by the international community against environmental problems are:a permit system, carbon emissions trading, carbon funds, "Pigou tax" and charging system and based on the "Kyoto Protocol" protocol rule system and so on. Based on the theoretical foundation of basic non-competitive and non-exclusive features, external theory and the theory of sustainable development of the environment of pure public goods, We analyzed the permits rule, Pigou tax and Kyoto-like numerical rule, the hybrid system one (combine permits rule with Pigou tax) and the hybrid system two(combine Pigou tax with Kyoto-like numerical rule) which are controlled on China’s environmental pollution in this paper.Environmental pollution problems has become a prominent issue in China’s economic development. In order to effectively control China’s environmental problems, many scholars have proposed many suggestions and countermeasures. The research methods different from others are:pollution control permit system, "Pigou tax" system of rules of public policy and protocol for the important variables to build our country’s macro-dynamic general equilibrium model. Based on China’s macro-economic data, the research compares the "license" system through numerical simulation, environmental pollution control effect "Pigou tax" rules and protocols that the economic effects of environmental quality and social total output of research, as well as in economic effects of the central government and local government spending pollution control spending three policy governance, and select the next environmental quality "Pigou tax system", the total output of consumer and community as the observation variables. Policy selection research on the welfare value of the magnitude of change and trends under the five systems, which include the permits rule, Pigou tax, Kyoto-like numerical rule, the hybrid system one and two, which are all based on mixed system analysis method of welfare in the changing environment of uncertainty and economic uncertainty. It is found in this dissertation that, firstly, environmental quality is declining after increasing the permit price in controlling pollution. Secondly, "pollution tax" policy has a significant effect to improve the environmental quality while the Kyoto-like numerical rule can also improve the quality of environment. The duration of pollution tax’s effect can have thirty years.The effect of Kyoto-like numerical rule to environment quality appears to be the inverted U shape.Thirdly, pollution control expenditure of the government in each model has roughly similar effect to environmental quality, and its influence on total output is also similar. Finally, social welfare in pollution permits rule will increase if the economic uncertainty is increasing. However, this policy increases volatility of consumption.
