Method Of Post Project Analysis For Petrochemical Projects And A Case Study

Post Project Analysis (PPA) is an important component of Environmental Impact Assessment (EIA) system. With the constant perfection of EIA system, PPA is drawing more and more attention by governments all over the world. Whereas in China, PPA is still in an initial stage of development, which has not been widely conducted throughout the country, related technical guidance has not been officially issued, and the evaluation method and system are not complete enough. At present, the theoretical research and implemented project types of PPA are mainly focused on highway traffic, water conservancy and hydropower, thermal power plants, mining, marine engineering and other industries. However, there are few studies on petrochemical industry, and it is hard to find some relevant instances for reference. Therefore, it is of great theoretical and practical significance to study and discuss the method of PPA for petrochemical projects.The main content of this paper includes the following aspects:(1) By comparing the concept, work procedure, content, purpose and function of EIA and PPA, the relations and differences between them are studied, the working route and emphases of PPA are clarified and determined. Based on the characteristics of petrochemical projects and their key points of EIA, the emphases of PPA for petrochemical projects are determined as the retrospective analysis, status evaluation and predictive analysis on air pollution and environmental risks, and putting forward the corresponding suggestions;(2) The general method framework of PPA is constructed. Combined with the key points of PPA for petrochemical projects, the evaluation indicators of PPA are developed and the above framework is improved to build a set of indicator framework for the PPA of petrochemical projects;(3) The above evaluation indicators and method framework are applied for the PPA of a petrochemical company in Dalian. The results indicate that the method framework and indicators have good applicability and practicality.This study can provide valuable reference for making PPA reports of petrochemical enterprises.
