A Study On The Competence Of China 's Regional Environmental Supervision Institutions

In recent years China’s rapid economic and social development, industrialization, urbanization process is accelerated apparently, but the ecological destruction and environmental pollution with the attendant problems grow with each passing day, show multiple, easy tendency. In order to strengthen environmental protection work overall, strengthen the supervision of local specific environmental management behavior from the central level, the central authorities put forward the "environmental supervision mode state supervision, local supervision, corporate responsibility", the Ministry of environmental protection through the study of the environmental situation and the domestic and foreign experience, the establishment of the Southern China East China, North China, southwest, northwest, northeast,6 regional environmental supervision centers, according to the geographical region of national surveillance of 31 provinces and autonomous regions nationwide environmental protection work.The first part of this paper systematically explains the background, the research mentality and the method, has carried on the analysis of previous research, introduces the purpose and significance of this study.The process of creation and development of the second part of this article on China’s environmental protection work and environmental supervision work are introduced, and puts forward the significance and effect of carrying out regional environmental supervision and inspection center of the northwest, through the actual work introduces the regional supervision centers to undertake the work and achievement.The third part of this paper introduces the current regional supervision centers have powers, and analyzed the defects found in practice that the power system.The fourth part of this paper analyzes the US and UK, the regional environmental supervision, and domestic land, energy audit, and other departments or regional management inspectors work, analyzed the power allocation of available experience.In this paper, the fifth sector puts forward problems of the method to improve regional environmental supervision centers, build a more reasonable power system.
