Laiwu City Present Situation Analysis And Development Counte Rmeasures Of Tradable Permits

After the reform and opening up, China’s industrial economy has achieved a rapid development and stability, and is accompanied by the rapid growth of energy consum ption and environmental pollution intensifies, various ecological problems continue to e merge, and showed increasing trend. Especially in recent years, haze, Pm2.5, environm ental events such as high-frequency words never known to frequently appeared in the media publicity, environmental problems to put forward new challenges for China’s so cial economy health fast development. In order to solve this problem, our country has made more stringent environmental standards, introduced more stringent penalties, inv ested more human and material resources, and achieved certain results in environmenta l governance, but compared with the state of the environment is expected, there is a certain gap. From the international experience, the administrative means, adopt the mea ns of environment pollution management and economy, and achieved good social and economic benefits. The emission trading system is one of the most mature managemen t policy, through the market behavior to standardize the environmental behavior, obtain ed apparent effect, which is worth learning and reference. Laiwu City, the steel indust ry is the main industry of the city of heavy industry, in order to change the state of the environment, promote industrial restructuring and upgrading, in 2010 started a pilot emissions trading. Work has made a bold attempt in the establishment of the system of emission trading and promotion, but because of the relatively short time, less expe rience in the pilot’s specification and advancing the process encountered many problem s.In this paper, through the study of academic journal websites, relevant documents and research reports and other documents, the basic concept and mode of operation o f the emissions trading system, theoretical research and practice of the status quo at h ome and abroad, theoretical basis is discussed, the empirical study of the Laiwu city experience method, summarized and analyzed the existence of emission trading in Lai wu in the problem, from system, technology, security measures and management point of view put forward further standardize and promote emissions trading system in Lai wu City, suggestions. The emission trading system construction of similar cities also h as certain guiding value.
