Study Of The Emissions Trading System Of The Xiangjiang River

The development of the Xiangjiang River has a vital role in Hunan province. However, Water pollution restricts the regional economic development of Xiangjiang River. It is an important task to achieve economy and environment balanced. As a new environmental management and economy means, emissions trading gets highly emphasis in the whole world and gains remarkable achievement in USA and EU. But emissions trading system is in infancy stage in our country, especially in water pollution.Therefore, it is necessary to research emissions trading in Xiangjiang River.This paper researches pricing issues and emissions trading system in Xiangjiang River, Systematology and game theory as tools, combined with successful emissions trading practice home and worldwide.First, review the theory and development of emissions trading, summerize the research status and practice of emissions trading system.Second, the successes of emissions trading models are summarized, then from the analysis of the feasibility and necessity of building emissions trading system, proposals framework and operational procedure of emissions trading system.Third, the documents on initial pricing and pricing emissions trading are introduced firstly, then the achievements of pricing emissions trading are summarized, the difficulties are pointed out,and pricing methods are discussed. The initial pricing of emission uses shadow price method and recovery cost method.Bargaining model is used to study emission price.Finally, study the implematation of emissions trading system and evaluate the effectiveness for expanding the scope of system.The purpose of this study is to provide policy and technical support for establishing emissions trading system in Xiangjiang River and to provide an important reference for decision-making.
