In recent years, a large number of casualties and property losses are caused by the frequent flood disasters in the world, the coastal area of Dong-ting Lake in Hunan is the typical prone to flood area. The key to reducing casualties and property losses in flood disasters is to organize the transportation of emergency supplies scientifically and orderly, implement disaster rescue work actively and effectively, curb the deterioration of the flood consequences to avoid the occurrence of secondary disasters. In this thesis, taking the Yue-yang City as an example to research distribution routes of emergency logistics for the flood disaster, research work is mainly reflected in the following aspects:According to the statistical analysis on city situation and historical status of flood disaster in Yue-yang City, the flood disaster characteristics of Yue-yang City are obtained, and the further analysis on emergency logistics system show that problems are exist, such as disordered organization, uncooperative materials guarantee, incomplete transportation and ineffective information system. Based on the characteristics of flood disasters in Yue-yang City, the model of emergency logistics distribution by the road connectivity and time window is established, and the positive feedback and robust ant colony algorithm is to solve the model. According to the characteristics of population and transportation in Yue-yang City and the model of emergency logistics distribution, the emergency rescue network by 28 town in Yue-yang County, Hua-rong county and Lin-xiang city is established. And the results of routing selection verify that the model is reasonable and the ant colony algorithm is effective to convergence.In this paper, the research on emergency logistics distribution route of flood disaster provide decision support of emergency rescue for the Yue-yang city government and the public, and the research has played a certain promote role in emergency logistics system improvement.
