The process of exploiting coal mine will have to face various disasters constantly in China due to the complicated conditions of coal mine occurrence. These frequent coal mine disasters accidents had caused the great loss for both nation and people. In view of the complication, randomness and strong concealment of coal mine disasters causative factors, how to enhance the emergency logistics capability and improve the emergency management level of coal mine disasters has been the realistic problem of mining industry that should be solved urgently.This dissertation integrates with the characteristics of coal mine disasters to establish the evaluation index system of emergency logistics capacity in coal mine disasters from the organization coordination, dec is ion-making, logistics operation and supply capacity, information processing capacity and rescue team On the base of these, this dissertation will utilize the rough set theory (RS) and support vector machine (SVM) in selecting the key evaluation index which influencing the emergency capacity. Then, the evaluation model of emergency logistics is established on account of RS-SVM. Finally, the application of this model is verified from the empirical research. The main content and innovation points of this dissertation conclude:(1) The evaluation index system of coal mine disasters emergency logistics capacity is established comprehensively. This dissertation discusses the influenced factors of coal mine disasters emergency logistics capacity from those five aspects and confirms the18evaluation indexes, including the coordinate ability of government, judgment correctness of decision-makers, material reserves ability, information collection analysis ability and recoverability, command scheduling efficiency, etc. All of these provide the precondition for evaluation model of establishing emergency logistics capacity.(2) Focusing on the numerous influencing factors and different importance degrees of coal mine disaster emergency logistics capacity, this dissertation applies the attribute reduction theory of RV in selecting the key evaluation index system and utilizes the approach of SVM in matching in fitting the nonlinear interaction between key evaluation index and emergency logistics capacity. Moreover, the evaluation model of emergency logistics capacity based on RV-SVM provides the theoretical model for this research.(3) The key evaluation indexes influencing the emergency logistics capacity in coal mine disasters are selected by investigating20typical coal mine enterprises in our country. On the base of this, X colliery of a coal industry group is selected to proceed the actual survey and research. It also verifies the effectiveness of this evaluation model so as to provide the application support for the practice.This research results not only indicate a clear direction for the advancement of emergency logistics capacity and management degree in coal mine disaster, but also enrich the emergency logistics theory in coal mine disasters. It has an important real meaning for realizing the rapid respond of coal mine disasters. At the same time, this research also provides the effective theoretical method for emergency logistics capacity of other industries or some complicated systems.
