Eco-tourism environment is the environment which is focused on eco-tourism and allexternal conditions that make eco-tourism activities survive, carry out and develop. As the joint ofthe Shangri-La eco-tourism area and cultural ecological fragile area, the development of the LuguLake eco-tourism environment can urge local natural resource and environment live and multiply.Besides, it also has a very important practical meaning for the protection and sustainability ofhuman environment. Under the driven of local tourism industry of Lugu Lake, the local culture,ecology and tourism environment should adapt to the tourism development. What’s more, thismethod has already become one of the most primary measures taken in the harmoniousdevelopment of local economy and society. With basic theory, ideas and measures that followtourism, ecology and environmental science, a target evaluation system of eco-tourismenvironment was established based on the environmental capacity of the lake basins, and theglobal eco-system’s operating status of the whole lake drainage were quantificationally evaluated.In addition, the constraints of eco-tourism resources’ development which were loaded byeco-environment were put forward and all related indexes were analyzed. As a result, areformative suggestive system was raised, that is, within the threshold of tourism capacity, how tohelp Lugu Lake drainage take the advantage of the platform which combined the Shangri-Laeco-tourism area and cultural ecological fragile area, and build a kind of all-round suggestivesystem which primarily contained eco-tourism development, social economy development andtraditional cultural resources protection, within the threshold of tourism capacity.
