Guangxi Beihai Ecological Compensation Mechanism Under The Main Function Division Into Districts

With the process of the urbanization and industrialization accelerates in our country, the stock of regional resources is declining and the regeneration capacity of resources is lacking. Recently, the harmonious development of economic society and ecological environment is restricted by more and more factors in Beihai. In order to realize the sustainable development inside region and the coordinated development between regions of the country, people gradually focus their eyes on exploring a new type of regional ecosystem compensation mechanism which will be more reasonable and perfect.Through taking Beihai as the research object and studying a large number of literature at home and abroad, this article which basing on summarizing previous theories and mechanisms about the ecological compensation of major function oriented zoning and combining the basic situation of the principal functional zoning of Beihai is trying to optimize the ecological compensation mechanism under the principal functional zoning of Beihai.The contents and conclusions of the research mainly includes:Firstly, according to The National Main Function Zones Planning and The Main Function Zones Planning of the Guangxi Zhuang Autonomous Region, the article divides Beihai into the priority development region and the forbidden development zone by knowing the basic situation and characteristics of the ecological social and economic development in Beihai deeply. Meanwhile the article has made the preliminary analysis for the ecological compensation condition of Beihai.Secondly, analyzing the ecological compensation of Beihai’s main functional area by four angles of sustainable development, property rights definition, ecological economic value and fair and efficiency empirically can see a lot of problems urgent to be solved. For example, the sustainable utilization of the natural resource is insufficient; the ecological mechanisms of sharing and co-building in different functional areas are poor; the compensation subjects are unidirectional; the quantification of service value in the ecosystems of every main functional areas are difficult; the calculation of compensation standard is hard; the developments of each region are imbalance. To solve above problems, the research has optimized the operating mechanism and defined the target and the basic principle of the ecological compensation of major function oriented zoning about Beihai. The research also has discussed some problems like the compensated subject, compensated object, compensated way, compensated standard and so on specifically, and put forward the solutions.Finally, in order to optimize and perfect the ecological compensation mechanism of the main functional area in Beihai, the research puts forward suggestions from four aspects which is clearing the compensatory liability of every main functional areas, setting up the specialized fund of ecological compensation, improving the construction of relevant laws and systems and aiding the the forbidden development zones.In a word, the expectation of the research is to provide reference for realizing the harmonious development between the economy and environment of Beihai.
