Non-material cultural heritage is our precious historical and cultural resources.Protecting non-material cultural heritage and doing work in it is the necessity of thesustainable development of the non-material cultural heritage, and promote also therequirement of our country’s cultural industry. In2011our country issuednon-material cultural heritage protection in order to the non-material cultural heritageprotection work has made a landmark development in a variety of ways to protect andpass on the theory and practice constantly perfected. After2012the ministry ofculture guidance on the productive production, it is gradually mature and normative.At the same time, it promotes the protection of traditional skills classes non-materialcultural heritage, also contributes to its development.Shui Jing Fang traditional brewing techniques persist for more than six hundredyears, Today the achievements of Shui Jing Fang wine unique quality and style andour ancient white spirits culture are an important non-material arts class’s culturalheritage. In the long history of brewing techniques in the Chengdu peoples’ daily lifeof the general public, contains a wealth of Chengdu historical and cultural traditions,an important component of the Chengdu folk and regional culture system, itsproduction has historical and cultural protection heritage significance and practicalvalue of the economic development needs. The Shui Jing Fang traditional brewingtechnique of production is to turn the "history" into reality, whose historical andcultural factors becomes the base and power of the source of inheritance andinnovation of modern production. At the same time, with improving the productionand development ability of the traditional brewing technique of Shui Jing Fang, whichmakes it into the production and life with a new attitude and realizes the effectiveprotection and inheritance.This article is based on the related concepts of productive protection ofnon-material cultural heritage. According to combing and analysing the implicationsand characters of non-material cultural heritage and its protection, which is theeffective way that discussing the productive protection non-material cultural heritagewith artistical non-material cultural heritage.The traditional brewing technology ofShui Jing Fang wine belongs to artistical non-material cultural heritage, according tothe comprehensive analysis the background, technical characteristics, and the coreelements of its history of culture, which can be seen the significant meaning of history,culture and economy to protect it productively, and to explore the Shui Jing Fang traditional brewing technique of productive protection and development on this basis.Paper production protection for Shui Jing Fang wine traditional brewing technology,from the government led, social participation and enterprise three angles asbreakthrough, the government focuses on government attaches great importance to thetraditional brewing technique, Shui Jing Fang related administrative guidance, policytilt and support; The detailed argument of the productive protection of Shui Jing Fangtraditional brewing technique is from the government-led, social participation andenterprise act.
