Study On Regional Sustainable Development Based On Marine Ecological Capital

Since the 1990 s, the rapid development of China’s marine economy with an annual growth rate of more than 10% per year, marine resources development and competition is increasingly becoming a main issue, but the long-term development of the extensive use patterns have led to the depletion of marine fishery resources, increasingly fragile marine environment, biodiversity loss and other issues. Quantitatively evaluation of the sustainability of marine ecological capital, analyzing the impact of socio-economic drivers of the marine ecosystem of capital, and then finding out the corresponding solutions, which are the key to promote healthy regional environment, resources and economic and social development.Hebei province, with favorable geographic conditions and resources, whose economic development has important practical significance for the improvement of their marine Bohai economic layout and promoting coordinated regional development. However, in recent years, the rapid economic and social development in coastal areas to the coastal ecological environment has brought great pressure on the marine environment, such as continued deterioration of the marine environment, significantly decline of ecosystem services, which severely restrict the sustainable development of marine economy in Hebei Province.This paper combined the means of qualitative research and quantitative analysis to study the sustainable use of marine ecosystems capital of Hebei Province. Firstly, based on the theory of sustainable development proposed the connotation of marine ecological capital sustainable use. Then according to the PSR model built the assessment system of marine ecological capital sustainable use, Using the analytic hierarchy process, entropy method and comprehensive index method to comprehensively evaluate the assessment system, analyzed the trends of system pressure, state, response, causes the sustainable use of integrated systems capabilities as well as the coordination of the results of Hebei marine ecological capital sustainablility during 2006-2012, the results showed the sustainablility was lower and should be further strengthened, also the system coordination degree was very unstable.In order to enhance the capacity of regional sustainable use of marine ecological capital, this paper put forward the following prposals based on the sustainable development theory and the ecological economics theory: strengthening the construction of marine ecological environment, strengthening reclamation planning and legislation, rational planning of the use of ecosystem services, conserving and restoring the marine biological resources and so on.
