China has abundant renewable energy resources, with resource conditions and technical potential of large-scale development of renewable energy. According to the UNEP report, China surpassed the United States in2009to become the largest investment country in the field of renewable energy."Eleventh Five-Year" period, under the impetus of various renewable energy policies. China’s renewable energy policy system has continuous improvement, through resource assessment, organization chartered tender, perfect pricing policies to promote demonstration projects, renewable energy market size expanding rapidly, technology improving fast, industrial capacity growing and China’s renewable energy comes into a comprehensive, rapid, large-scale development of an important stage, but there are also some issues, such as costs for the development of renewable energy too high, inadequate policies and incentives, low acceptance of renewable energy products and the lack of R&D investment.China’s renewable energy policy system includes guidance policies, mandatory policies and incentive policies. Guiding policy is to provide direction and guidance generally including national leaders’ speech on renewable energy development and the Chinese government’s stance on the global environment. Mandatory policy is the designated goals and development plans. These policies from different angles try to standardize renewable energy’s development direction, priorities and objectives. Some department published specific policies and regulations, such as tariff mechanism, energy indicators and so on. Incentive policies include actual and specific incentives and administration guide. However, China’s current renewable energy policy has some issues in terms of overlap of the policy, lack of coordination and continuity making excessive concentration of supply, the incentive system deficiencies and lack of innovation in local policy.While we respect renewable energy with a lot of research, with the growth of environmental pressures and fossil energy shortages, some important actions must be taken from economic and technical aspects to accelerate the industrialization and commercialization of renewable energy and to promote the development of renewable energy as an important part of the community’s energy supply. We improve China’s renewable energy policy in terms of the development process, ensuring the effective implementation of policies, implementation of CDM, improving the economic incentives and improving the innovation of regional policy.
