In the rapid economic development of the market, how to enhance the competitiveness of enterprises, become the core content of the enterprise the pursuit of success. Human resource is one of the most important factors, which play a decisive role in the sustainable development of enterprises, Human resource effectiveness maximization is the enterprise to reduce personnel costs, improve enterprise management level measures. Human resources management is the effective way for enterprises to introduce and retain talent. Facing the trend of market of talent mobility, employee turnover has become a kind of inevitable. The normal needs through human resource management to realize the enterprise loss minimization.This paper is based on the causes of turnover theory and western the remaining strategy theory, From two aspects of enterprises and employees, to Chinese Chalco Lanzhou branch of Limited by Share Ltd prominent problems existed in human resources management in the company as a starting point, Methods from2010to2013four years of employee information classification, and combined with methods and staff interviews, to find the main reasons that affect the company employee turnover. Through the analysis of the quantitative reasons for leaving, find out the company employee turnover rules, do the data based on control strategies for the employee turnover. Key indicators for the effects of employee turnover, from the perspective of enterprise human resources, in order to realize the principle of maximizing the value of employees leaving control countermeasures; From a personal point of view, to the staff demand satisfaction degree as a prerequisite for countermeasure research, and according to the characteristics of different stages as the basis, analysis of the effective control of human resources management of the whole process. The locus of control systematic management system, and puts forward the effective protection and prevention measures.This paper finally to human resource effectiveness maximization as the goal, different measures with different types of patterns of population, make employee turnover minimization.
