Reflections On The Rural-level Collective Economy Development And Growth

Rural Collective Economy means the revenue that a rural collective economic organization receives by developing agriculture, industry, service industry with its own resources, assets and capital, or with its members.With the development of rural industrialization, urbanization and modernization, rural economy appears some problem that the current system is difficult to solve, for example, the overall development in the rural area, investment in agricultural science and technology, social security of peasants, agriculture infrastructure construction, village environment renovation, normal operation within the village "two committees", and so on. The agricultural management system mainly household contractual system can not solve these problems. On the contrary, these problems have been solved in some "famous rural area" in which Rural Collective Economy develops better. Actively exploring the growth of Rural Collective Economy is very important to Solve "agriculture, rural area and peasants" problems and build a harmonious society.Based on these problems, this thesis introduces theory significance and reality guiding sense of this topic research and analyses good experiences and good practices of growing Rural Collective Economy at home and abroad.This paper mainly analyses the case of Xiaonan district in Xiaogan city, inducing eight typical Rural Collective Economy development model in Xiaonan area, pointing out problems of growing Rural Collective Economy and analyses the cause that Rural Collective Economy is difficult to develop.In the end, this paper proposes some effective countermeasures of Rural Collective Economy in Xiaonan area by referencing successful model at home and abroad. The first is to strengthen the theory training, improve the village cadres undertakable ability. Second, clarify the development ideas, clear about priorities of development. Third, chosen the party leader, give a leading role. Fourth is regulatory model innovation, to be open and transparent. Fifth is to improve the welfare, activate the grassroots entrepreneurial energy.
