R&D innovative activities is the main way to obtain the technological progress, and themain index to measure the level of the scientific development, the strength of scientificinvestment, and the investment structure of science and technology of one area or country. Itplays a key role in the activities of scientific and technological innovation. It is because of thisthat the research related to R&D has always been one of the hot issues of the economic field.In our country, which is a developing country, the study on R&D, especially the R&Defficiency study, is particularly noteworthy.Chongqing, which is a municipality directly under the central government, has attractedworldwide attention because of its economic development in recent years. But as long as therecent R&D spending in Chongqing, the scale is small and strength are still relatively low.Therefore, to develop its value in innovative activities through the analysis of the efficiency ofR&D, and discussion about how to raise the efficiency of the usage has become the startingpoint of this study. Considering the fact that R&D output performances the commercializationof knowledge production and knowledge output, this paper focuses on the issue of R&Defficiency in Chongqing according to the production of actuators and R&D knowledgemonetization with DEA method on the basis of analyzing the status quo of R&D input andoutput in Chongqing.Through the study of this article, we have found:(1) in recent years, the scale andintensity of R&D spending in Chongqing are increasing, but were significantly lower than thenational average level of the whole nation and the gap has the tendency to expand. There isalso insufficient R&D funding from the government, and the structure of the three types ofR&D activity funds investment is unreasonable, etc.(2) from the point of application for apatent, the quality of Chongqing’s R&D output is not high enough. The appearancedesignation and application invention for a patent occupies the overwhelming majority in theapplication of patent, with the low proportion of the patent inventions which represent thetechnological progress. In addition, Chongqing technology market is still small, no matter inthe scale of the deal number of the contract or technological volume, and the technical markethas yet to be developed;(3) research on R&D the efficiency of the executing agency suggeststhat the efficiency of the R&D in Chongqing’s universities and enterprises is superior to thatof scientific research institutions and other organizations, among which the institutions ofscientific research is lowest. Therefore, the reform of the scientific research institutionsremains to be deepening;(4) through the efficiency evaluation of the structure of the15 manufacturers in resource processing and electronic processing and14Decision-MakingUnits in Chongqing, we have found that the efficiency of the resource processingmanufacturing industry is higher than the electronic processing manufacturing industry. Onthe whole, the R&D efficiency of manufacturing industry in Chongqing has improved greatly.Through concrete analysis, you can see that the R&D efficiency of the Manufacture of Rubberand Plastics industry, the Smelting and Pressing of Ferrous Metals industry, the Manufactureof Metal Products industry, the Manufacture of Electrical Machinery and Equipment industry,the Manufacture of Motor Vehicles industry and the Manufacture of Railway, Ship, Aviationand Other Transporting Equipment industry, the Manufacture of Communication Equipment,Computers and Other Electronic Equipment industry, and other manufacture arecomparatively high. However, the R&D efficiency of the Manufacture of General PurposeMachinery industry and the Manufacture of Measuring Instruments and Machinery forCultural Activity and Office Work industry is always very low. Based on the conclusion of theabove research, the paper puts forward the corresponding countermeasures and suggestions inthe end.
