Research On State-owned-Forest Resources Forest Management Performance Evaluation Of Law Enforcement In Yichun

In recent years, the performance evaluation as a practical management tool for assessing and improving of government performance. It has been gradually applied in the practice of public management. With the forest industry historically transferred from timber production to ecological construction, ecology has been become the dominant demand of the society and the public for forestry. To meet this demand, the competent forestry authorities at all levels continue to increase forest law enforcement, strict protection and management of forest resources. They continue to strengthen legal education and eco-forestry moral education, according to the law for law enforcement officers to create a good social atmosphere and the law enforcement environment, resources, forestry administration management of law enforcement in the forestry administration to occupy an increasing proportion.With the dwindling forest resources and the forest resources management performance appraisal law enforcement continued to deepen, which raised the domestic and foreign scholars'attention. Besides, law enforcement management in the forestry administration has also made great achievements in the management of forest policy, especially for law enforcement resources. However, there are still some defects in these studies. The integration of Performance assessment and resource Forest Law Enforcement Management has not yet commenced related research. And, the related resources of forest administration of law enforcement management theory and the development of research were not a lot; the establishment of an efficient and orderly resource Forestry Administration law enforcement management system of performance appraisal was not many. Therefore, this article for state-owned forest resources in Yichun forest policy enforcement and management performance assessment is different from the previous range of scholars to explore, with perfect enforcement the resources of forest administration and the need for management theory importance.In this paper, the author discussed the forest resources from domestic and foreign policy performance evaluation of law enforcement experience, and used the scientific theory and analysis method to evaluate the performance evaluation system. A system which was suitable to the state-owned forest in Yichun of Heilongjiang Province Forestry Administration of law enforcement resources management performance evaluation has been built. Thus, it has been used in practical problems to test the current state-owned forest resources in Yichun forest management operational efficiency of law enforcement policy, and pointed out how forest governance and improve resource management methods of law enforcement performance, so as to promote the improvement of forestry administration and development of law enforcement management.
