The increasing media reference to salt industry restructuring has brought this ancient industry great pressure. Its existence and development is confronted with unprecedented challenges. The establishment of an efficient employees’ performance appraisal system can help employees in salt industry change their ways of thinking so as to prepare them for market competition. It is also a good way for salt industry enterprises to enhance market competitiveness and change their ways of thinking.With consideration of the development trend of employees’ performance appraisal system of modern enterprises, the essay has applied relative ideas(the concept of modern enterprise performance appraisal) in this system to the analysis of the existence and enforcement of such system in Liuyang’s salt companies and the need of its promotion according to the characteristic of salt industry in China. With being fair, incentive, operable as the design principals, the essay has also designed a plan for employees’ performance appraisal system in Liuyang’s companies with accord to the companies’ condition. First, comparing several kinds of employees’ performance appraisal system and considering the condition of Liuyang’s salt company, the essay has combined key performance indicator and balanced scorecard to promote the old employees’ performance appraisal system. Second, the plan in this essay has conducted a new standard for performance appraisal from the respective of company, department and employee so as to make performance appraisal more purposeful and pertinent, and combine it with employees’ work. What’s more, it has redesigned the standard of employees’ attitude appraisal and optimized and qualified appraisal standards of various jobs. Last, the essay has put forward safeguard measures for the promotion of plan enforcement in terms of Continual improvement of the organization guarantee, system guarantee, performance appraisal system and continuous improvement.The promotion of this system has reflected that traditional state-owned enterprises, which are in transformation, need do necessary research on performance appraisal system so that the system can play a role in companies. Therefore, traditional state-owned enterprises will gain more vitality and competitiveness in transformation process.
