Policy Study On Zhangjiajie New-style Industrialized Development

Accelerating the process of new industrialization is an urgent task of improvingquality and upgrading portrait of Zhangjiajie. The new way of industrialization,including high technology content, good economic returns, low resource consumption,little environmental pollution and human resource advantages, is the inevitable choiceto achieve sound and rapid economic development of Zhangjiajie. Based on thisbackground, this article calls for optimizing and improving the policy environment forthe development of new industrialization. In this paper, the author definedconnotation and essence of new industrialization and its policy. Furthermore, theauthor analyzed the basis, status and problems of how policy promoting newindustrialization, and then put forward objectives, ideas, principles and specificsuggestions, which will provide the reference and help for policy making ofZhangjiajie.This article emphasizes both main role that the local government plays in theformulation of public policy, and guidance and necessary intervention of economicoperation of public policy. On this basis, improve the new industrialization policysystem. Therefore, the existing literature overview, including domestic and foreignresearch about the problems of new industrialization, public policy and related newindustrialization policy,which leads to Zhangjiajie take a new road to industrialization.Similarly, the theoretical part including the concept of local government, new-typeindustrialization and its policy, the government intervention, the government agendatheory, system innovation theory, market failure theory, and the theory of economicgrowth, which provides a theoretical basis of policy making for Zhangjiajie to take anew road to industrialization.On the practical basis of policy research, this paper teased relevant policy ofZhangjiajie in promoting new industrialization, analyzed the implementation effectwith detailed data, used experiences from foreign countries and domestic areas of thesame type for reference, and studied direction of the new industrialization policy.This paper proposed to promote new industrialization development ofZhangjiajie by improving enterprise development policy, industrial supporting policy,financial services policy, and technology innovation policy, in order to transfer economy composition from “Dependency” to” Independency” and improve self-development ability of Zhangjiajie economy.
