Study On The Problems Of The Rural Old-age Security Of Huaiyuan County

Nowadays, with the phenomenon of our country ageing getting more and more serious, the aged work is facing a lot of pressure. As the largest number of population country in the world, our country is in the deepening of reform today, we are also faced with the grim old before getting rich situation. Compared with the cities, our county rural old population cardinal number is big, the aging speed is faster, so the retirement problem is more outstanding. For a long time, the state invested more pension security for urban residents, but the majority of the population in rural areas has been divorced from the social security system. The rural security system is of great significance for the harmonious development of China. So we should display in fully each main body of responsibility in rural old-age security and realize various retirement patterns’ the largest force effect to solve the problem of rural old-age retirement.Huaiyuan County locates in the Northwest of Anhui Province, which the agricultural population accounts for the majority of the traditional agricultural county in Anhui Province. The County’s economic strength is not strong. Many young people go other places to work, so the old-age security faced great challenges. Huaiyuan County’s experience and research which deals with the old-age security and solutions provide a reference in Anhui Province and even China policy.The study is divided into five parts. The first part mainly describes background and significance of the subject, research status in and outside China, research contents and methods. The second part focuses on the definiteness of the relevant concept about the old-age retirement security, it discusses the history and pattern analysis of the old-age retirement security. The third part is mainly related the old-age retirement and problems of the elderly in rural areas in order to solve the problems. The forth part mainly explores the root causes. The last part proposes the suggestions and measures perfect Huaiyuan County’s retirement security. This part includes two aspects. At first, it discusses the status and responsibility of the various main responsibility in the rural old-age security; second, it proposes the measures of perfecting Huaiyuan County’s retirement security. This is not only the purpose and the foothold of the paper but also the corn content.In Huaiyuan rapid economic and development process, how to perfect the old-age security system is a test of the government to govern an important criterion for the effectiveness of capacity of capacity-building. In this paper, I hope to design to be able the Huaiyuan old-age security policy implementation through research, assessment and feedback of the effectiveness of policies. What’s more, it can provide reference and recommendations for other countys’ old-age security work.
