Responsibility Of County Government To Solve The Problems Of Rural Old-age Security

With the new rural development, solve the problem of rural old-age security,build to accord with Chinese national condition of the old-age security system, thegovernment to arouse broad farmer to build enthusiasm for socialism, rapidlychanging the backwardness in rural areas, maintaining social harmony and stability ofthe route one must take. Seventeen party3in plenary meeting puts forward clearlyalso "build new rural social pension insurance system" requirement, point out "toimplement the wide coverage, and basic, multi-level, sustainable developmentprinciple, accelerate and improve rural social security system."And the countygovernment as the backbone of the rural old-age security construction, should solveproblem of rural old-age security in major responsibility. However, due to the lack ofawareness of its importance and the rural old-age security personnel responsibilityconsciousness is thin wait for a reason, cause parts of the county government inresolving the problem of rural old-age security in the presence of responsibility hiatusphenomenon, a serious impact on Chinese rural old-age security enterprisedevelopment.This paper is based on the rural endowment security in the county governmentresponsibility as the research direction, focus on the study of county government incurrent rural old-age security construction must bear the responsibility, whatresponsibility flaw phenomenon, leading to the causes of these phenomena, and thesystem put forward a guiding rural pension insurance development and the promotionof the county government responsibility and strengthening public policy framework.This paper from the four aspects of establishing the rural social security systemare discussed:The first part: Expounded on Chinese rural old-age security and since thefounding of the historical origin, it is pointed out that the establishment and perfectionof rural old-age security importance.The second part: Analysis the concept, characteristics of governmentresponsibility, and give reasonable position for the county government responsibilityin rural old-age security, indicating the basis of county government responsible for therural old-age security.The third part: Introduces the status of the rural old-age security, and pointedout the existing problems of Chinese rural social security system and analyze theperformance and the reasons of the lack of county government responsibility.The fourth part: Put forward reasonable proposals to strengthen theresponsibility of county government in the rural old-age security.
