Since1950s Stanford University has first created the "Silicon Valley" an increasing number of countries have begun to pay attention to this emerging industry development model after that. After20years’ development, China’s high-tech industrial development zones(hereinafter referred to as high-tech zones)has have become demonstration base for facilitating China’s technological progress and innovation, promoting economic and social development, as well as practicing the scientific development concept. However, the history of national high tech Industrial Development Zone of our country has only more than20years. There is still a large gap between the domestic high-tech zones and the mature high-tech zone development mode of foreign nationHefei National High-tech Industrial Development Zone located in Anhui Province has become the backbone and important carrier of the implementation of independent innovation strategy. However, after developing for more than20years, although some achievements have been made, but there is still a big gap compared with the surrounding or other areas.. As the domestic high-tech zones rely on the Government’s policy and not forming industrial clusters we can take advantage of. Therefore, the above situation is not difficult to cause the following questions: Why high-tech zones based on the same industry cluster have little competitive in our country. Early times the government policies have lead to a rapid development and now whether the growth can maintain is to be seen. What is the nature of competitive advantage? What questions are behind the competitiveness of industrial clusters and high-tech zones? What can we do in the future?In this paper, from the point of view of connotation of industrial clusters of high-tech zones, in order to recognize the region location of Hefei high tech Zone in the Yangtze River Delta selecting Shanghai to recognize the region’s status of Hefei high tech Zone in the Yangtze River Delta and the high tech zones of Nanjing,Changzhou,Shanghai, the Wuxi, Suzhou, Taizhou, Kunshan, Jiangyin, Hangzhou, Ningbo,Shaoxing and other cities as the comparison objects at the same time, also selecting the new Wuhu, Bengbu national hi tech Zone of Anhui province in recent years compared to find the advantages and disadvantages of Hefeihi tech zone Then give a statistical analysis based on the he Hefei High-tech Zone in recent years and establish a evaluate system using several indicators like:input indicators, output indicators, innovation indicators for level indicators, the number of enterprises, investment in fixed assets, number of employees, the industrial added value, total income, net profit, paid taxes, exports, technology revenue, R&D Personnel, R&D expenditures, the number of college education is secondary indicators. Set the system to evaluation the competitiveness from the scale of competitiveness, efficiency and competitiveness of innovation. Using principal component analysis to analysis the Hefei High-tech Zone and other high-tech zones in the Yangtze River Delta region. At last given scores of Hefei High-tech Zone and other high-tech zones in the Yangtze River Delta region to see the competitiveness, and using time series analysis to fitting and forecasting the scores of Hefei.From the statistical analysis we can see that the growth of high-tech industrial development zone in Hefei is stable, both the hardware and software have been upgraded, but the industrial structure need to be improved. Basic on this I do the research in-depth that using the principal component analysis. I do the statistical analysis about the14areas of National High-tech Development Zone, in the overall score ranking Hefei High-tech Development Zone ranked2, just behind the Shanghai and Nanjing. In the capital level, Hefei High-tech Development Zone ranked2, showing its relatively strong financial advantage, which can’t without the guidance and support from Anhui Province.In terms of scale and innovation, even though Hefei ranks7but from the score level there still exists gap between Hangzhou, Wuxi, Suzhou, Shanghai and other places. Indicating that the development model in Hefei High-tech Development Zone is still traditional mode that fund driven, economies of scale and technological innovation are not prominent. In the future we should increase capital investment,moderate scale development zones while enhancing output, enhance its capability of independent innovation.
