The past decade has seen an exploration of the notion of employee voice, for the purpose of both seeking better organizational performance and of desiring higher level of employee satisfaction. Leaders, as the main target of employee voice, have an impact on employee speaking up. Employee voice is to some extent associated with individual ethical values. Thus among all the leadership styles, ethical leadership shoud have a great impact on employee voice theoretically.Based on social learning theory, we present and assess a cross-level framework between ethical leadership and employee voice (promotive voice and prohibitive voice). Two methods were adopted in the current research. At the first stage of research, focus interview was used. The result of focus interview framed the our hypotheses. At the second stage of research, statistical method was introduced. The data were collected from three entertainment and service companies in northwest China, questionnairs of211employees and47team leaders. On the one hand, results of individual level indicate that ethical leadership influence employee voice through ethical role modeling effect. On the other hand, results of team level indicate that ethical leadership influence promotive voice through ethical climate yet the mediating effect of ethical climate is not verified on prohibitive voice. Moreover, cross-level moderating effect of ethical climate on the relationship between ethical leadership and ethical role modeling is fully supported. The findings are discussed with respect to the theoretical contributions of and practical implications for human resource management.
