Urban-rural relationship is one of the basic and important human social development relationships. Urban-rural dual structure seriously impacts China’s economic and social development. Therefore, from a certain sense, the urban-rural relations is directly connected to the country’s modernization process.Urban-rural integration starting from the fundamental aspects, namely, the pursuit of economic and infrastructure integration. Along with the practice of urban-rural integration, the differentiated public service and social management system, such as household registration management, social security system and education system impede urban-rural integration. But the equality of fundamental public services and unity of urban-rural societies are not only the important way of urban-rural integration, but also the most basic manifestation of urban-rural integration. Therefore, the important part and implementation approach of urban-rural integration are equalization of basic public services and unity of urban-rural societies. However, in the initial stage of urban-rural integration, social governance structure is still government management. The cracking way is social governance innovation to promote urban-rural integration.This article aims to summarize and analyze urban-rural integration of Haicang district based on theory and practice. The general rule of urban-rural integration is fundamental integration to equalization of basic public services and unity of urban-rural societies. Under the background of " people together to create a beautiful Xiamen", Haicang practices not only reflects the general rule of urban-rural integration,but also combine multiple subjects and government, achieving social governance innovation.
