The Western Region Of Urban And Rural Economic And Social Integration Support System Research

Urban-rural relationship is one of the most important and fundamental relationships in the process of human society development. To a certain extent, it is directly related to national modernization process that how to coordinate urban-rural relationship. It is an important historic mission of socialism that "Combination of agriculture with manufacturing industries, gradual abolition of the distinction between town and country", which was emphasized by Karl Max in. Every country in the world, in developing, faced the problem of how to break the distinction and isolation between urban and rural area. Unbalance urban-rural development strategy has been chosen since the foundation of P. R. China, and development of city and industry was put into a priority position. Under the planned economy system, institutional arrangement compulsively separated relation between city and country, and a classical dual economic structure was set up. Although the ACPP has been attached a importance since China's reform and open, the urbanized development strategy still continued which leaded to a widening gap between city and country. In 21st century, as the development of market economy, urban-rural gap and distinction has become bottleneck for construction of all-round well-off and harmonious society. West China, as an underdeveloped region, urban-rural distinction is much more serious. For promoting development, the target and requirement, "Quicken formation new pattern of urban-rural integration", has been brought forward under the instruction of scientific development. As the topic, "Research of support system in west China urban-rural economic & social integration", based on research in urban-rural economic & social integration in west China, this dissertation is going to study abolition of urban-rural distinction and path to urban-rural amalgamation.As focusing on urban-rural economic & social integration and support system construction, this dissertation researched based on two theoretical threads, which are theories of urban-rural integration and its support system. In respect of theoretical study of urban-rural integration, the concept, features and formation institution of urban-rural integration has been researched systematically. In respect of theoretical study of urban-rural integration support system, support system and its mechanism has been interpreted in six aspects including:culture, policy, capital, industry, infrastructure and ecological environment. In respect of practical study, support system structure of urban-rural integration in west China was designed based on assessment of urban-rural integration in west China and analysis of lagged effect of its support system.Conclusions of this dissertation are as follow. Firstly, urban-rural economic & social integration embodied nine integrations, including:urban-rural market system integration, urban-rural subject integration, urban-rural industrial development integration, urban-rural public service integration, urban-rural social management integration, urban-rural construction plan integration, urban-rural ecology protection integration, urban-rural life style integration and urban-rural infrastructure integration. Secondly, formation system of urban-rural economic & social integration including dynamical mechanism of promoting urban-rural economic & social integration, interest coordination mechanism among government, enterprise and family (individual) for promoting urban-rural economic & social integration, and economic & social interactive development mechanism of promoting coordinated development between economy and society in both of city and country. Thirdly, urban-rural economic & social integration system support system include policy & institution support, industry support, capital support, culture support, infrastructure support and ecological support, which are soft spots of west China and lead to a lag of process of urban-rural economic & social integration. Fourthly, support system of urban-rural economic & social integration in west China include policy & institution support system, industry support system, capital support system, culture support system, infrastructure support system and ecological environment support system. Finally, support system of urban-rural economic & social integration in west China should be constructed in paths as government conscious path, classified construction path, multi-module path and carrier building path.
