The Study On Urban Problems And Its Control In China Under The Background Of Urban-rural Integration

Urbanization is the only way to modernization.Since the founding of New China,especially in the past 40 years of reform and opening-up,China’s urbanization has developed rapidly.About 600 million people have been transferred from agriculture to cities,which has realized the largest population migration in human history.It has made historic contributions to the cause of poverty alleviation and the process of urbanization in the world,and has taken a new road of urbanization with Chinese characteristics.Urbanization and industrialization have jointly promoted the great transformation of China from standing up,getting rich to getting strong,accelerated the modernization transformation of China,and changed the face and historical development process of China.But we also see that,with the rapid development of urbanization,there are also various urban problems,such as traffic congestion,high housing prices,ecological pollution,and so on.These problems,namely urban problem.Essentially,urban problem can be prevented and eliminated.However,due to imperfect system,unscientific planning,unsound rule of law and unsystematic governance,urban problem exist in different degrees in every country.From the focus analysis,urban problem is a dynamic evolutionary process.Although the process and degree of different countries are quite different,with the advancement of urbanization,the optimization and adjustment of national economic and social development and national system policy,especially when the urbanization rate reaches a higher level,urban problem will gradually ease and heal.Whether we can find out the cause in time and accurately and prescribe targeted prescriptions to effectively cure urban problem or to restrain them to the greatest extent is related to the synchronization of the four modernizations construction in our country,to the people’s sense of happiness and security,to social stability and the long-term stability of the state.By combing the relevant research results at home and abroad,it is found that the research on urban problem and its management in China has a good theoretical and practical basis in the past ten years.Generally speaking,there are still some problems of treating the symptoms but not the disease,especially in the context of urban-rural integration,the research results of urban problem management are relatively small,which provides a certain research space for this paper.From the overall structure,this paper mainly consists of three parts: basic theory,problem analysis and countermeasures.The first part(chapters 1-2)mainly carries on the theoretical analysis,its main function lies in providing the theoretical guidance and raising questions.The second part(Chapter 3-5),mainly carries on the problem analysis and the experience summary,its main function lies in the analyzing question.The third part(Chapter 6-7)puts forward the idea of guiding,system supply and specific practice path of urban problem governance under the background of urban-rural integration,its main function lies in solving problems.Through literature research,social investigation and historical analysis,it can be clearly found that the current urban problem in China is an objective historical phenomenon in the process of the formation and development of the new urbanization road with Chinese characteristics.From the point of view of the formation process,it is dominated by the general law of the evolution of urban problem in the world.With the development of urbanization,China’s urban problem has gone through four stages,namely,the period of few occurrences,occasional occurrence,multiple occurrences and frequent occurrence.At present,it has entered the period of frequent occurrence.Generally speaking,urban problem is the result of the contradictory movement between the unlimited demand and the limited supply of resources,energy and environmental carrying capacity in the rapid development of cities.However,from the perspective of urban-rural integration,the current urban problem in our country presents the symptoms of population agglomeration and insufficient supply of social public resources,the rise of high-rise buildings and the spread of villages in the city,the convergence of multi-cultures and the lack of humanistic spirit,the expansion of urban scale and the destruction of ecological environment,which have brought many adverse effects to the economic and social development of our country and the good life of the people.Through further historical analysis,it is found that the causes of urban problem in China are not only restricted by the general law of urbanization development,but also affected by the special national conditions of China,such as the huge population size,the highly concentrated process of urbanization,the imbalance of regional economic and social development,the transformation of market economic system,etc.The government-led urbanization model is also in the process of transformation and development.The various constraints in the process,such as institutional mechanism and policy supply,the level of urban planning and urban governance,and the interconnection and mutual reinforcement of urban problem and rural problem,are the objective reality that we must face to and also the main challenges of the urbanization.Scientific and effective treatment of urban problem is an important part of achieving high-quality urbanization.A comparative study through the literature study of Marxist and its theoretical achievements in China,the relevant scholars of the first-tier countries studied the theory of urban and urban problem governance;through the first outbreak of urban problem in the world,the first-tier country to implement highly concentrated urbanization road,as well as China’s first-tier mega-city and second-tier mega-city,We find that under the guidance of Marxist theory and its Sinicization theory,drawing lessons from the relevant experience of typical countries and regions,strengthening the coordinated management of rural problem and urban problem by coordinating urban and rural areas is one of the effective ways to control the current urban problem in China under the background of urban-rural integration,and it should also be the important construction content of the new urbanization road with Chinese characteristics.On the basis of theoretical and practical research,this paper puts forward the countermeasures to deal with the current urban problem under the background of urban-rural integration.Firstly,at the level of concept and system,innovative ideas lead urban planning.Specifically,urban planning should implement the concept of people-centered development,incorporate the concept of ecological civilization,embody the concept of moderate advance,and highlight the concept of integration of unification and separation.We will speed up the reform of the household registration system,systematically promote the reform of the performance appraisal mechanism,comprehensively promote the reform of the urban planning management system,and establish and improve the ecological environment protection system.Secondly,on the level of specific practice path,it is proposed that measures should be taken to promote orderly urbanization of agricultural transfer population,comprehensively improve the level of urban governance modernization,vigorously promote agricultural and rural modernization,and promote the coordinated management of rural problem and urban problem.Governance of urban problem is a complex systematic project,involving many disciplines such as politics,economics,sociology,planning and so on.In addition to the complexity and particularity of urbanization in China,this study has many limitations,and only hopes to provide some useful reference and reference for the effective governance of urban diseases in China.
