In the21st century, the rapid development of China’s real estate industry, whichmakes real estate taxes much more important. Real estate tax has become a hot topic insocial and economic problems during the year of2013.From real estate and mass appraisalaspects, this paper first summarizes domestic and foreign theories, then describes thebackground and significance of the specific topic, the last part of Chapter one is themethods used in this article and the Pros and Cons of my paper. The second chapter givesmacro and microscopic analysis of the status of China’s real estate tax base appraisal. Fromthe aspect of macro analysis, the paper first introduce a concept of the real estate tax,which is different from the traditional concept, and then raised four issues exist in the fieldof real estate tax base appraisal. From the microscopic analysis, the paper starts from "YinYang contract" behavior in the second-hand housing market and then analyzes theproblems and reasons of our current real estate tax situation, after that the paperemphasizes the necessity of carrying out the mass appraisal method. The third chapterintroduces the overseas real estate tax base appraisal system and what we can learn fromtheir experiences. In detail, by contrast of the U.S. and Canada’s related policies from threeaspects which are the tax base, valid and methods of the real estate tax base appraisal, thepaper sums up the experiences in four aspects including the three mentioned above plusintroducing the mass appraisal method. The fourth chapter focuses on the mass appraisalmethod. Firstly, the chapter introduces the concept, characteristics, premises and keycontents of mass appraisal method. Secondly, it describes the theoretical and technicalsupport of the method from three aspects which are mass appraisal principles, techniquesand statistical applications. The last part of the paper does empirical analysis of real estatetransactions in housing market of Dongcheng and Xicheng districts of Beijing in2013.Using the mass appraisal tools which described previously to establish and test multiplelinear regression model, makes suggestions in data selection, variable selection and disputesettlement system and so on. I hope this can help to provide a model for the construction ofthe mass appraisal system in the rest of Beijing area.
