With the rapid development of national economy and the further deepening of the reform, the introduction of real estate tax has the nature of property tax of property tax is of great significance to the reasonable distribution of income and social justice. The introduction of real estate tax needs to evaluate a large number of the stock of the housing values the basis of the tax base, Mass appraisal technique of low cost and high efficiency has become the primary choice. At present, many domestic provinces and cities have taken the practice of mass appraisal at the aspects of the real estate and have achieved a large number of the practical and theoretical achievements. Though the relevant foreign experience, it is not difficult to find that as a result of the transaction data is not accurate, comparable case deletion, there is the evaluation process is not standard and unified, assessment division of the subjective error factors, Often lead to differences assessment value for the property of similar market value, even high property values have lower appraised value, the existence of regressive taxation.At present, it is lack of the research of assessment fairness in the domestic, not have a systematic understanding of assessment fairness. In this paper, based on a review of the relevant foreign literature, a detailed introduction of the definition, classification, test index, model of the assessment fairness and the correction method of evaluation results. For the foreign advanced experience in the assessment of the fairness reference will provide some reference for the selection and calibration of the evaluation model and will help to improve the results of the assessment of the inspection procedure, specification for the mass appraisal process system.In addition, according to the traditional model of mass appraisal may ignore the spatial effect of the impact on prices, leading to assessment inequity, this paper has an in-depth analysis. In this paper, through a combination of first-tier cities real estate transaction data, constructs the hedonic price model and spatial hedonic price model. By comparing the variables significantly and Log- Likelihood, AIC, SC and other indicators of the size, can be found the effectiveness and robustness of spatial econometric model is better than the traditional evaluation model. Followed by IAAO analysis to assess the level of the ratio of two kinds of models, the results show that spatial assessment model is superior to the traditional evaluation model though comparing the assessment ratio in the range of fluctuation, amplitude, differences related to value(PRD), dispersion coefficient(COD). This shows that the introduction of spatial variables, which makes the assessment ratio distribution more uniform, more conducive to the evaluation of fairness. Application to evaluate the fairness test model can be found, in the vertical fairness, except KP model, the other model showed that the two kinds of assessment results with vertical unfair regressive. But compared with the traditional evaluation model, the evaluation of spatial assessment model of unfairness has abated. For the horizontal inequity, at different prices, impact assessment of unfair form structure, construction area, small size and other factors.With the development of the domestic real estate tax and further development, assessment of the fairness issues need to be given some attention and sustained attention, this can be more conducive to social fairness and efficiency.
