| In the rapid economic development, population growth and limited arable land and the dwindling number of cases, the increasingly tense relationship between people and land, how to improve the efficiency of its use in limited cultivated arable land is particularly important. The current rural land remediation provides an important way to resolve the contradiction between people and land, and improve land use efficiency. Rural Land Consolidation (RLCP) can improve the land use efficiency, ease the relationship between human and ensure national food security by increasing arable land area, improving the quality of arable land and agricultural production conditions. RLCP’efficiency is not high, less household participation in RLCP, and is limited to promote land use efficiency, because it is invested and organized the implementation normally by the government, fewer farmers to participate. However the current the pattern of rural houhold-led implementation of the RLCP in some parts, the implementation effect better, farmer participation more, has large positive effect on land use efficiency Therefore, this paper analysises the land use efficiency differences between before and after RLCP of different pattern to analysis effects of RLCP of different pattern on land use efficiency, identify its influencing factor, pursuant to make relevant policy advice.Thas important practical significance to ensure national food security and ease man-land relationship.In this paper, as an example of Jiangxia district, Wuhan City, Hubei Province, the household-led mode of RLCP and government-led model of RLCP were selected. It is mainly a descriptive analysis of changes in land inputs and outputs before and after RLCP of different pattern,and farmers satisfaction evaluation on rural land remediation of different pattern.On this basis, the paper estimates the farmers’ land use efficiency before and after rural RLCP of different pattern by using super efficiency DEA.It uses the difference-in-difference measurement model to compare the land use efficiency difference between the RLCP area of government-led mode and in the non-remediation project area to analyze the net effect of RLCP on land use efficiency and to compare the land use efficiency difference between the RLCP area of government-led mode and the RLCP area of household-led mode to analyze the net effect of rural household effective participation on land use efficiency.The main conclusions are as follows:(1)The rural land remediation of government-led mode can improve land use efficiency, however, farmers’satisfaction evaluation of RLCP of the government-led mode is lower than farmers’satisfaction evaluation of RLCP of farmer-led model.Under the government-led model due to the low level of participation in RLCP of farmers, the project inadequate supervision, management and protection of the latter work of RLCP is not in place, making the farmer satisfaction evaluation of the project is relatively low.(2) Compared with the government-led mode, the rural land remediation of farmer-led mode, have large positive effects on land use efficiency.After RLCP, the average land use efficiency has improved0.1212in the rural landremediation project area of farmer-led mode; the average land use efficiency has improved0.0806in the RLCP area of government-led mode; the average land use efficiency has improved0.0401in none remediation project area,it indicates that RLCP of rural household-led mode is more efficient than RLCP of government-led model,the former has large positive effects on land use efficiency. Compared with the government-led mode, RLCP of rural household-led mode has the following advantages:①The project site is jointly negotiated by the farmers decided, in line with actual agricultural production;②rural household organization project implementation in order to ensure project quality;③project management body and responsibilities in the later stages of RLCP is clear;④through the introduction of modern agricultural industrialization projects,it can achieve industrialization,the scale management of agriculture increase rural household’ income and promote rural economic development.(3) The head of household education level, the proportion of agricultural income, the proportion of guaranteed farmland,and the contracted land area has significant influence on land use efficiency.The education level of rural household directly affects their ability to grasp new information and ability of agricultural science and technology applications, but also affect the ability of rural household participating in RLCP;the proportion of guaranteed farmland reflects arable land quality; determine the output per unit area of land. The scale degree of the contracted land affect land use efficiency.(4)The efficiency of RLCP of rural househould-led still has space to growth. Since the survey of RLCP of rural households-led--mode,whose scale is smaller, less investment, ownership adjustments in the project area is not carried out, and the lack of elite talent to guide.If the above conditions can be improved,rural household’ land use efficiency in RLCP area of rural household-led mode will have more room for improvement; Although rural household-led mode is implemented by linking farmers organized, investment in this project is limited, the RLCP of rural household-led mode reduce irrigation capital and labor inputs do not significantly.Therefore, in order to improve the land use efficiency, this paper proposes the following policy recommendations: First, for the RLCP of the government-led mode, through improving effective participation level of rural household in order to improve decision-making and project supervision level, to ensure project quality, the mechanism of farmers full participate in RLCP should be established,the government gives guidance and support, at the same time, the channels and ways of farmer participation in RLCP be broaden.to improve rural participation degree.Second, under the current background of RLCP being vigorously implemented in China, we should vigorously promote the RLCP of rural household-led mode, the government give financial and policy support, speed up the transfer of rural land,and combine the RLCP of rural household-led mode and agricultural,promote industrialization and large-scale agricultural operations.Third, actively carry out rural skills training, to improve the level of education of rural household. To carry out activities in agricultural science and technology to the countryside,to inprove the level of agricultural science and technology of rural household, increase agricultural science and technology investment and promotion efforts, training rural community elite,At the same time,carry out RLCP training for rural household, improve the implementation technical capacity of rural household,enhancing professional knowledge about RLCP of rural household. |
