Currently, the information technology revolution has been nearing the end.After that, the biotechnology revolution will bring unprecedented change forhuman society. In the case of the current development of the bio-industry, thebio-pharmaceutical industry is the most dynamic and the most promisinghigh-tech industry. On the one hand, the biomedical industry is a emergingindustries with less energy consumption and little environmental pollution. Itnot only can bring huge economic benefits to the national economy, but alsocan bring great social benefits to people and society. On the other hand, thebiomedical industry is still in its infancy and has not yet formed a monopolysituation, which exacerbates competition to the countries in the world at thisarea. Therefore, the study of biological pharmaceutical industry for thedevelopment of China’s national economy has strategic significance.China’s Biomedical Industry started in the1980s. Though it is later thanother countries, but the speed of development is very quick, especially in rawmaterial procurement, marketing and other aspects. Meanwhile, thegovernment and enterprises should also fully aware of the shortcomings inChina’s Bio-pharmaceutical Industry, especially in the area of Research anddevelopment. On the current situation of China’s Bio-pharmaceutical Industry,the lack of capacity in research and development has become a bottleneck torestrict its development. During previous30years, China’s government andenterprises increased capital investment in Bio-pharmaceutical Industry, butnowhere near the extent of developed countries such as the United States,Japan. So our government and enterprises should fully understand thesignificance of R&D investment for the development and prosperity of China’sBio-pharmaceutical Industry.This paper summarizes the results of previous studies. On the basis ofthat I will do further research to our country’s bio-pharmaceutical industry. First,the paper describes realities and theoretical significance for the study of bio-pharmaceutical industry, and then cites the research of foreign scholarsand Chinese scholars on the biomedical industry. Secondly, the articlestructure is divided into three parts. The first part is mainly about China’sbio-pharmaceutical industry and the development of the R&D situation ofbiomedical industry. The second part is mainly to empirical analysis theeconomic effects of R&D investment for the biomedical industry through theestablishment of the Cobb-Douglas production function model. The third part,according to the previous empirical results obtained, we put forward a numberof policy measures for the development of China’s Bio-pharmaceuticalIndustry.
