In recent years, the development of small and medium-sized enterprises in China israpidly, which has gradually become the major force of technological innovation andeconomic development. The growing SMEs in our country have an important position in thenational economic and social development and they are the basis of boosting economicgrowth. The growing SMEs refer to the SMEs which have continued to expand and have agood expected future during a long period. This period is in generally more than three years.It is important for a region or a nation and it is also vital for economic development. It has animportant practical significance to enhance economic vitality, promote sustainable economicdevelopment and solve the problem of social employment and so on. The economiccharacteristic of Changchun is to support urban economy depending on large enterprises.And the development of small and medium-sized enterprises in Changchun is rapidly inrecent years, especially the growing SEMs which have become an important part ofeconomic contribution, causing the government attaches great importance to them.Identificating and evaluating these enterprises early and building the service platform haveimportant realistic significance for regional economic development.Firstly, this paper discussed enterprise growth theory and the growth of small andmedium-sized enterprises, it also discussed the principle and composition of enterprisegrowth evaluation methods. Secondly, this article introduced the basic situation of the smalland medium-sized enterprises in Changchun and analysis the present development situation,characteristics and existing problems of small and medium-sized enterprises in Changchun.Combined with the situation of Changchun city, the paper selected indicators and build theidentification and evaluation system. It also took the Aopu Company as an example to applythe system. Finally, the paper put forward countermeasures and suggestions to existingproblems of the SMEs in Chuangchun.
