Since the reform and opening up, China’s agriculture and rural development have made great strides, and established the household contract responsibility system as the basic economic system. In the21st century, especially with China accession to WTO, agricultural development faced more intense domestic and international market environment,"three rural" issue once again become the key issues affecting the overall development of China, agricultural development lagging behind, the gap of urban and rural growing up, farmers’income increasing difficulty, food security lacking protection and other issues began to appear. Although the party and the government continues to focus on the "three rural " issue, but with little success. In2007, the agricultural development of modern agriculture is taking the road, which determined to find a fundamental way to solve the " three rural" issues and agricultural development lag, after years of development, the development of modern agriculture has achieved initial success, the problem has been initially improved agriculture. However, although the development of modern agriculture in western countries formed a relatively complete model, due to the regional and complexity significantly of agriculture, foreign models can not entirely suitable for our country, our way of modern agriculture is still in the exploration, with adaptation of business entities not established," small number and low-quality " phenomenon is not completely changed. New agricultural business entities are the decisive factor in the development of modern agriculture, which related to the success of modern agricultural development.Pingwu is the typical western agricultural county, agricultural development has made significant progress, initially built up with tea, walnuts, herbs, fiber forest "big four" specialty agriculture industry, which has laid a good modern agricultural development foundation. However, due to geographical conditions, such as disaster-prone, resulting in the county of modern agriculture and cultivate business entities still in the lower level. In view of this, the paper based Pingwu modern agriculture, and introducing of SWOT analysis method to analyze the internal and external environmental factors at the time of the county’s agriculture to cultivate new business entities faced. Analysis found that the county has good modern agriculture and new business entities foster internal and external conditions, such as good agricultural characteristics of the industry, the majority of the market demand, but also faced significant internal and external weaknesses environment, such as a weak agricultural base, lack of investment, low operating entities nurturing quality. Combining internal and external environmental analysis, this paper argues Pingwu modern agriculture and new business entities to cultivate the government should play a leading role, should increase policy support, increase capital investment, improve the management system of agricultural industrialization and diversification foster business entities, improve government services for agriculture and other aspects.
