Food cold chain logistics refers the special supporting chain system that the perishable food and fresh agricultural products is always in a necessary low temperature environment to guarantee product quality and safety, reduce loss, and prevent pollution chain system in the processing, storage, transportation, distribution, retail, until the consumer of the various links. Food cold chain logistics is a bridge connecting the food producers and consumers, and an important link to ensure food safety. In the face of people’s increasing attention for food safety, we should strengthen the food cold chain logistics management, build the security management system for food cold chain logistics is imminent. Logistics is a systematic science, so its management must be systematic and comprehensive. Logistics is a complex subject,we must build up a scientific and complete management system to manage it, through the scientific method, to seek the effective way, to achieve the best results with the lowest cost.This paper studied the whole of the food cold chain logistics, with the method of quality function deployment, constructing a set of cold chain logistics safety management method. In this paper, at first we study the customer demand, and research consumer demand for final goods quality, calculated the importance value of each customer demand, and put forward the cold chain food safety requirements to meet the customer requirements in accordance with the relevant standards, translating the customer requirements into the food safety requirements.Find the logistics security requirements that can affect the food safety, ensure food safety, and research the collaborative requirements between each unit by analysis the relationship between cold chain logistics unit. In each logistics unit, find out the key technical measures, and identify the key management of each unit of food cold chain providing the basis for the establishment of food cold chain logistics safety management method by distinguishing the importance of different technical measures.
