Strategy of CIS is that an organization in order to obtain greater economic benefits and social benefits to adopt a scientific management system that is unification, standardization and normalization by its mind idea, behavior and visual image. It’s also a criterion for the public to identify and evaluate the organization, and is the effective means to achieve the identity of the public. It is good for the organization to establish and maintain the organizational image by import of CIS timely and properly.Small and Medium Enterprises are a major part of China’s comprehensive economy blueprint. And it is the most energetic economic groups. Currently, most of our Chinese minor enterprises are in the period of starting the business or re-starting the business. The Small and Medium Enterprises’second-undertaking period means after the success of the first undertaking, they enter into the second period of starting business, that is,in the period of development. Second-undertaking is not only about the reforming, remodeling, reforging of the company, but also about the trimming, remodeling and developing of enterpreneur mind-set, enterprises’spirits and cultures. With the increasing cost of workforce, raw material, the higher standard of environmental protection and the changing of preferential tax policies to tax threshold, the minor enterprises face new challenge. It is extremely urgent to realize the industrial transformation and second-undertaking, which is also the key solution to the problems of company’s sustainable development.How do the minor enterprises go on the industrial transformation and re-start the business efficiently? It arouses various ideas. However, it seems that lots of enterpreneurs ignore the importance of company’s culture and its image. In fact, the success of company’s transformation and development depend on exclusively its image. In the second-undertaking period, enterprises can continue its culture, strengthen its quality and build its image through introduction, designing, implementation of CIS strategy to play its full role. And it must support the sustainable development for second-undertaking company and its significance is self-evident.This paper takes the Chinasoft Zhaotong Technology Company Ltd. in Hunan Province as an example. Through in-depth interview and questionnaire survey, the research analyzed the company’s situation on the CIS strategy introduction period and found some problems. The first was that the MIS wasn’t accepted widely within the company and it remained om surface. The second is that the designing of BIS is not complete, with lower degree of recognition and deficiency of implementation capacity. The third is that AIS and EIS are not applied. The fourth is the lacking of clear direction during the process of CIS introduction period.Combined with the CIS theory and the company’s specific situation, the research made a whole new introduction of CIS, based on company’s characteristics of second-undertaking characteristics. The first was on MIS. The research focused on the company’s aim and vision, extracted and perfected its unique value idea and culture, and introduced MIS with higher degree of recognition. The second was on BIS. By the stuff’s participation, the research exerted itself on perfecting the behavior system, strengthening the responsible behavior and flexible management system, reinforcing the behavior safety, maneuverability and degree of recognition. The third was to perfect and improve the VIS basic components, based on the company’s target and service aim. The forth was to add AIS and EIS and integrate CIS’s five systematic roles.Through the complete creation, implement and research of CIS strategy, we established a distinctive company culture, increased the cohesiveness of the company and its stuff’s implementation capacity, set up a new image, hence to attract more new customers and better the company’s organizational performance. At the final part, the paper discussed CIS strategy’s introduction methods and countermeasures during the period of second-undertaking for minor enterprises. It is hoped that the case study will provide some theoretical and practical aid for other minor enterprises.
