Study On The Exit Mechanism Of Inefficient Industrial Land

Land is the vital natural resources for human survival and development. City is the main regional human land use activities, while industrial production is one of the main economic activities in our city. Eighteen of the Third Plenary Session "decision"[eighteen adopted by the Third Plenary Session of the "CPC Central Committee on deepening reform of certain major issue decision"] pointed out:"should promote the allocation of resources according to market rules, market prices, market competition to achieve maximum benefit and efficiency optimization". At present, Chongqing is in urbanization, industrialization accelerated development period, but the land use in Chongqing city industry has many problems:the unreasonable structure of industrial land, land use intensity is not high, idle, extension of. Not only leads to enormous environmental, ecological and social pressure to utilization of land resources, but also seriously restricted the sustained, rapid, healthy development of economic society in Chongqing city. Therefore, should be based on relevant laws and regulations, the rules of the market, the market price and market competition to achieve the re allocation of land resources for the inefficient industrial. And discuss measures and ways to the efficient and intensive use of industrial use, has great realistic significance in promoting the optimal allocation of land resources and regional function scientific orientation.This study from the Chongqing City, different regions, different industries, industrial distribution and quantity structure present situation of research and analysis, the integrated use of statistics and survey analysis, the combination of theory and practice method, empirical analysis, qualitative analysis and quantitative analysis methods, from the industrial land input-output efficiency5kinds of typical industry, industrial land use efficiency, the potential for sustainable development of industrial land structure, industry and land ecological safety of5dimensions of Chongqing city (basic chemical raw materials manufacturing, chemical raw materials manufacturing, auto parts and accessories manufacturing, paper and paper products industry and metal industry) comprehensive evaluation, the main contents and conclusions are as follows:(1) In a comprehensive analysis of the industrial land and the industry on the basis of the concept, to further tap the inefficient industrial land connotation, low efficiency of industrial land is defined as:does not have a regional comparative advantages, the lack of competitiveness, the recession in the industrial land; land use, investment intensity, volume ratio, building coefficient, land output rate, administrative office and living facilities for the proportion of such does not meet the relevant requirements of the land for industrial projects; is in idle state, abandoned, but still adjust the use of space for industrial use.(2) From the industrial land input-output efficiency,5dimensions of industrial land use efficiency, the potential for sustainable development of industrial land structure, industry and land ecological safety, the industrial fixed asset investment, industrial land per capita output level, level of technology and equipment, industrial, office vacancy rate the ratio of green area, per capita23indices in Chongqing city as the inefficient industrial factor for the evaluation of performance.(3) To calculate the comprehensive index of land performance inefficient industry using multi-objective comprehensive evaluation method. Empirical results show that:the5kinds of typical industrial enterprise in Chongqing city with the performance index were4.33961,3.33648,3.09207,2.24119and4.01457. Basic chemical raw materials manufacturing industry performance is highest, followed by the basic chemical raw materials manufacturing industry, paper and paper products industry with the lowest performance, the main reason is industrial land input-output efficiency and industry index potential sustainable development for a minimum of5industries.(4) According to the evaluation model for performance of inefficient industry, through the analysis of industrial land performance radar chart, analyzed and summarized the steady development, actively expand the type (metal products industry, basic chemical raw materials manufacturing industry, chemical raw materials manufacturing), potential model (automobile parts and accessories manufacturing industry) and inefficient use of type (paper and paper products industry) in four types of industry, and aiming at the problems, put forward the inefficient industrial land monitoring exit identification method has a breakthrough, main factors help identify inefficient industrial land formation and promotion of industrial land utilization efficiency, realize the rational allocation of industrial land, provide a favorable condition for the sustainable development of social economy.(5) Aiming at the above problems is proposed to balance the interests of relevant subjects, to seek economic development and land sustainable use as the goal, comprehensive use of economic, administrative, legal, technical and other means, to construct the exit mechanism of comprehensive efficiency of industrial land, including project earlier period audit access, dynamic monitoring, land from mid late management aspects. Put forward to promote exit land science inefficient industry, combined with the research findings, to provide reference for government decision-making and planning departments, mainly includes the following content:to develop and improve the efficiency of industrial land from the system of laws and regulations; improve the land use right transfer system, the implementation of diversified land leasing; establish and improve the incentive and disciplinary industrial projects and linkage mechanism; strengthen the infrastructure construction in the park, efficiently promote the standard factory building rental; establish supervision department linkage mechanism, strengthen the illegal use of land, illegal, breach of the comprehensive prevention and control; actively explore the industrial projects late exit incentive system; the spread of economic compensation, interest guide, green credit and other economic incentive policies, to encourage enterprises to take the initiative to withdraw from the inefficient industrial land; play the effectiveness of governance, strengthen the enterprise and the public’s awareness, implement conservation and intensive land use common responsibility.
