Since the reform and opening-up, by undertaking international industrial transfer, China’s economy has been in a period of rapid growth, level of economic development has been significantly improved. But the industry transfer also contribute to the change of the regional carbon emissions. Therefore the paper quantitatively research on low carbon economic problems through the industry spatial transfer this new perspective. According to the new theory of economic geography, Transportation costs are an important factor to restrict the industrial transfer and limit economic development, Therefore, this paper will combines transport costs with C-D production function to create a new C-D production function.Industry spatial transfer has direct and indirect effect on the regional carbon emissions. Based on this, the paper makes two assumptions about the effect of industry spatial transfer to regional low carbon economic development, and through the empirical analysis to verify whether these assumptions are right.The paper respectively analyzes the spatial transfer status of the labor-intensive industries, capital-intensive industries and technology-intensive industries though the location entropy index and industry share. It is found that labor-intensive industries firstly transfer to the central and western regions, the next is technology-intensive industries, capital-intensive industries presents agglomeration phenomena to the eastern such as Hebei, Jiangsu, Shandong, Guangdong.the paper combines location entropy index with new C-D production function to establish a panel data model and respectively analyzes the whole region, eastern, central and western region. It is found that the western region perform opposite to the second assumption. Labor mobility, technological progress, labor-intensive industries and technology-intensive industries transfer are contribute to regional low-carbon economy; Capital flows and capital-intensive industries transfer have a negative effect on the regional low-carbon economy; Transport efficiency has an a positive effect on the low-carbon economy of the eastern and central region but a negative effect on the low-carbon economy of the the western region. Accordingly, the paper argues that the eastern region should accelerate the roll-out efforts of labor-intensive industries and technology-intensive industries and grasp new round of international services transfer time, central and western regions increasingly undertake these two sectors, the western region should accelerate the construction of the transportation and other infrastructure,and the central region should play a role of bridge which connect the eastern to the western region; Capital flows and capital-intensive industry has great potential for the development of low-carbon economy of region, Government departments should make full use of agglomeration effect of the capital-intensive industries and overall plan the development layout of heavy industries in jiangsu, shandong, hebei and other regions...
