With the tide of economic globalization, an important position in a country’s economic conglomerate’s performance was more obvious. Since the reform and opening up, the development of enterprise groups made considerable progress in our country, but especially in business management aspects of financial management and control of advanced foreign conglomerates, there are still not a small gap. Enterprise Group only has a scientific, rational and efficient financial management and control model, in order to make the whole group’s financial goals and business units consistent, in order to meet international conglomerates, diversified development, in order to enhance the core competitiveness of enterprises, ultimately achieve the strategic objectives of the Group’s business diversification.In this paper, Shaanxi Construction Group as the background, on the basis of relevant theories and literature review on the Shaanxi Construction Group Corporation for the financial management and control issues that arise from the status quo, the optimization of Shaanxi Construction Group Corporation, the financial management and control model of the design which were elaborated optimization objectives, principles, to optimize the direction of specific measures, the system model and its implementation of the key steps. Finally, the implementation of Shaanxi Construction Group elaborated integrated financial management and control model of optimization safeguards. Based on the Shaanxi Construction Group Corporation, the financial management and control model of research, hoping to provide reference for similar conglomerates improve our financial management and control model. The first part is an introduction to the research background, significance, methods and articles of the frame. The second part of the review of the relevant literature Enterprise Group financial management and control theory and foreign scholars. The third part introduces the status quo Shaanxi Construction Group financial management and control, and analysis of the financial management and control system problem. The fourth part is the core part of the article, from the detailed description of the six key areas of Shaanxi Construction Group Corporation, the existing financial management and control model to optimize the blending type of integrated financial management and control model specific design objectives, principles and countermeasures. The fifth part explains the key safeguards implementation of the above process and its optimization program. The sixth part of the article’s conclusion, the article summarizes the research findings and proposed future problems need further study.This article can do theory and practice, to Shaanxi Construction Group Corporation for the study, the proposed optimization program has a strong targeted. In addition, the program can also be similar to domestic Group company’s financial management and control model of reform to provide guidance and reference. His system has some reference meanings for same-type enterprise groups.
