At present, China has entered the period that the transformation of traditionalagriculture is being accelerated and agricultural is modernized with Chinesecharacteristics. In2012, the Central Document announced that improving theagricultural science and technology innovation system, breaking down departmental,regional, disciplinary boundaries, and the effective integration of technology resources,the establishment of mechanisms for collaborative innovation is the premium missionin agricultural improvement strategic plan, agricultural science and technology hasbecome the spirit of the party’s18and in2013the Central Document which implied tocollaborative innovation. The western region is always the older, minority, edge, poorand they are centralized distribution area with complicated natural conditions. Thereare not only the pastoral and semi-pastoral counties, ethnic county land bordercounties, two producing counties, but also the Loess Plateau county, hilly countymountain counties. Science and technology resource base here is weak because of itstopography and diverse, distinctive agricultural industry, less farmers technical quality,agricultural production sector, and many other problems that have hindered the flow ofagricultural science and technology innovation factors. It also affected the productionof the main agricultural cooperation between the West and decided collaborativeinnovation of China’s agricultural science and technology priorities and difficulties inthe west. Therefore, to deal with opportunities and challenges and study how toimprove agricultural technology has become an important western collaborativeinnovation capability which need to explore theoretical issues and current research andpractical issues.This study based on system theory and collaborative theory, then the11provincesand cities in the western region distinguished and defined how to affects agriculturalscience and technology innovation system as parameters and the control parameters.In addition, the analysis of each subsystem is the main body of agricultural scienceand technology innovation and the system. Domestic and foreign typical agriculturalscience and technology of collaborative innovation experience is refined in this essayto promote agricultural science and technology of collaborative innovation practice ofwest China.Then data envelopment method is reused on11collaborative innovation ofagricultural science and technology related evaluation index evaluation. Thenaccording to the evaluation results analysis of the various provinces and cities regionalagricultural innovation system and the input and output efficiency of mutualcomparison and analysis, my study could prove whether science and technology in collaborative innovation mechanism through the data of1998-2010. At last, the theconstraints and problem,of western region agricultural science and technologycollaboration innovation ability were analyzed, and put forward correspondingcountermeasures and Suggestions. These Suggestions are to reform agricultural scienceand technology system, to promote agricultural science and technology to integrate thetechnology output and product output in two-way methods, to Pay attention toagricultural science and technology integration and to emphasis on agriculturalenterprises in one of the main body status and role.
