The Research Of Hefei Service Outsourcing Industry

Currently, the global division of labor has been deeper, the new generation of internet technology which represented by cloud computing has been developed, taking the path of carbon economy and sustainable development has been the global consensus. We can see that the global economy has been developed to flat、 high-techno logy and environmental friendly. Meanwhile, service outsourcing industry has some characteristics, like high-technology、high-added value、tow energy consumption and less environmental pollution. These characteristics conform to the development direction of global economic, so developing service outsourcing industry in a vital opportunity to achieve development and transformation.During the period of "11th five-year plan", the ability of Chinese service outsourcing industry has been among the forefront in the world. The industry level has been improved, the demonstration effect has been increasingly obvious, the overall development environment has been optimized, all these contribute to the scientific development. In spite of the economic crisis, the industry still achieved rapid development. In2013, collaborated with Ministry of Commerce, National Development and Reform Commission introduced the development planning of service outsourcing industry. This planning proposed to consolidation in advantage areas, breakthroughs in key areas and cultivation in emerging areas; to respectively play the different roles of the Eastern coastal cities, the Midwest cities and the Northeast cities; to form its own development pattern; and to improve international competitiveness.As one of21in China Service Outsourcing Model Cities, Hefei has perfect infrastructures, rich human resources, vast manufacturing market and a good economic environment, which provide enough conditions for the development of service outsourcing industry. Although Hefei service outsourcing industry has developed rapidly in recent years, but compared to other domestic service outsourcing model cities, the indicators and the comprehensive competitive power is relatively weak; compared with developed areas in the world, there also has a big gap. Therefore, it is a vital issue for Hefei to improve the development of service outsourcing industry.Onthe basis of reading related literature, I have had a basic understanding of the motivation, influence factors、 economic effect of service outsourcing, I also have known the present situation, existing problems and future development of China service outsourcing industry and China Service Outsourcing Model Cities. And this article is focus on the development of Hefei service outsourcing industry.This article firstly analysis the economic and trade development of Hefei, then introduce its service outsourcing industry, which emphasis on the introduction of six model zones. Compared relative index with other three Service Outsourcing Model Cities, we find some development problems, like small scale、weak competitiveness、 lack of leading enterprise and brand、structure contradiction between talent supply and demand, lack the protection of intellectual property rights. Next, this article apply the four basic factors and two secondary factors of "diamond model" to analyze the influence factors of Hefei service outsourcing industry competitiveness. For example, The "production condition factors" can be divided into infrastructures, capital resources and human resources; the "related and supporting industries" can be divided into manufacturing and service industry.Policy recommendations section is the focus as well as the innovation point of this article. Basic on the prior analysis, I put forward that we can use the pattern of "production-study-policy" to develop Hefei service outsourcing industry. Production, study and policy respectively supports for enterprises、schools and government, and their core targets are respectively brand construction, talent training and development plan. They support each other, and finally form a system of talents、a system of brand construction and an industry development planning. The article also put forward some specific policy recommendations, in order to give some feasible reference ideas to Hefei service outsourcing industry.
