The Analysis On The Safety Regulation Of Infant Milk Formula From The Perspective Of Holistic Governance Theory

In recent years a series of infant milk powder incident continued into the public eye and have a tremendous negative impact on society, which not only cause significant damage to the interests of consumers, and make milk enterprises suffered shock, but also weakened the government’s credibility, influence the image of harmony and stability of the ruling government. The root causes of infant formula safety problems is government supervision, the long-term existence of the problem in infant formula safety supervision area include partially missing link, chain imbalance, unclear responsibilities of government departments, regulatory mechanisms uncoordinated, regulators responsibility consciousness, technology information of regulatory is not advanced. To break these problems and ensure the safety of infant formula, we need to take theoretical exploration and countermeasures building. Therefore, the author write in the title of "infant formula safety supervision" undoubtedly have important meaning.The frame structure of this writing, in addition to "Introduction" and "conclusion", consists of three main parts.The first main part is "theoretical basis of this study:holistic governance theory." This section describes the major issues point of this theory, functional elements and operational policy, so as to provide theoretical tools for the study.The second main part is "the scan of infant formula safety regulatory." In this section, after the overview of baby milk powder production, circulation and safety regulatory rules and regulations, organization and responsibilities, analysis focuses on seven aspects of milk safety supervision problems that which links the primary raw material lack of supervision; lack of milk testing standards and early warning systems; whole industry chain imbalance; government departments responsibility is unknown; regulatory mechanism uncoordinated; regulators weak sense of responsibility; regulatory technology is not advanced.The third main part is "An exploratory study on the optimization strategy of safety regulation of infant milk formula in view of the holistic governance theory." This part use three dimensions to construct infant formula safety regulatory strategies that focus on inter-departmental co-operation, and strengthen overall supervision; highlighting the overall value, in order to guide the organization and individual value orientation; focus on information technology, building information-sharing platform.Innovative attempt in this paper is mainly reflected in the following three aspects: firstly, the innovation of analyse tools. In this paper,"holistic governance theory" as a tool to analyze infant formula safety regulatory issues, and build a systematic strategy to crack the problem, such attempts are rare in domestic academia,has innovative significance.
