Consummating the social security system is a booster to maintain the harmonious and stable development of a country. Since the21st century, our country also gradually speed up the construction of the Rural Social Security, of which the Rural Minimum Living Guarantee, the Rural Five Guarantees System and the New Type of Rural Social Endowment Insurance are given priority to, which also slowly build up the framework of the rural social security system with Chinese characteristics. Village committees serve as the villagers’ autonomous organization in our country. They undertake tasks to deal with the daily affairs of village management. Fulfilling the policy of rural social security to every village is one of daily affairs of the village committee. Whether the Rural Social Security Policies can truly realize the benefit to farmers, the villagers committee which is made up with village cadres has a very close relationship.This thesis attempts to discuss the behavior logic behind the marginalized people’s refusal of the required social insurance based on the case study of W village of the northwest less developed areas in China. Rural social security system has a wide range; this thesis is based on the three policies, taking the Rural Minimum Living Guarantee, the Rural Five Guarantees System and the New Type of Rural Social Endowment Insurance as explaining objects. First of all, it aims to expound the local government how to convoy these social security policies through combing local regulations in detail, and the W village committee’s practical means of these policies. Then, it describes W village committee binding the social security policies when they give out the social insurance in different classification. And, the cases about six farmers in W village that refuse to accept social insurance will be depicted in detail. And then it will study their behavior logic. Finally, some two piece of conclusion will be summarized.
