As people’s living standards and income levels increasing, combined with the accelerating pace of modern life, people’s demand for leisure travel increases gradually. The leisure tourism not only as an important part of modern service industry, but also the emerging consumer hot spots. Compared with the developed countries, there’s large market potential of China’s leisure travel. Developing of the leisure tourism will not only stimulate the domestic demand growth, but also help to improve and adjust the economic structure. In2013, the State Council issued the "Outline of National Tourism and Leisure", designed to meet the people’s growing demand for tourism and leisure, promote the healthy development of tourism and leisure industries, promote national tourism and recreation system."Program" in the "casual" covers all public daily leisure activities, rather than as in the past, simply referred to the development of tourism. Thus, the "Program" will focus more on the quality of tourism by enhancing and supporting services, to let leisure travel become a way of life, further improve the life quality of the public. Since Wu Bihu proposed the concept about Re-creational Belt Around Metropolis (ReBAM), the domestic research on ReBAM increasing, but mainly concentrated in large cities and spatial distribution studies, rarely seen investigation of behavior and satisfaction about the resident who lives in the small cities Actually, the common phenomenon is, ReBAC in small city have single leisure activities, low service levels, Identical service projects and other similar issues.Questionnaires and interviews are the main data collection methods in this paper, we conducted a survey about the public ReBAM behavior and satisfaction in Zhuzhou. Questionnaire is divided into three parts which are respondents’ travel situation, travel satisfaction and personal information. The pre-investigation and formally adopted a combination of surveys, select eight residential areas from four main urban as survey questionnaires in Zhuzhou. Using SPSS19.0questionnaire measuring overall reliability and validity. The results showed that leisure time not enough is a major factor restricting residents travel; improve the public transport system can promote the public travel; family is the biggest factor affecting to public behavior of the traveling; public overall spending cost are not high, traveling from the past, are more willing to recreation in urban areas; basically satisfied with the overall construction of ReBAM; recreational external environment for the highest satisfaction and the communication signal the most dissatisfaction; public revisiting willingness and loyalty is low.
