In recent years, China domestic and outbound tourism developed rapidly. According to the World Tourism Organization predicts that by 2015 China will become the world's number one tourist country, the fourth largest tourist source country and the world's largest domestic tourism market. By then, China entry overnight visitors will be 100 million people, domestic tourism will reach 2.8 billion people, per capita twice, outbound tourism will be up to 100 million passengers, and there will be total 3.0 billion people around in these three major tourist markets. According to China "accession to the WTO" commitments, now China travel agencies have been at the end of the five-year transition period, the restrictions of setting up a branch in China by foreign-invested travel agencies have been abolished, and China officially opened policy to the foreign travel agencies registering capital with national treatment. Chinese government has made the adjustment and response to the market driving, and the travel industry is ready to achieve a comprehensive upgrading, in the next few years it will be a necessary stage to make fundamental upgrading in the travel industry.Travel agencies are mainly based on software, and with small difference in prices, meanwhile their product characteristics is also small. In these conditions, the consumer will choose the better one to force travel agencies adjusting to achieve a true survival of the fittest, to establish a new set rules of the market, that is, the government use the administrative authority to help enterprises establish the image in the market, and then further support strong market-oriented quality of the rules which is imperative. This article is in this situation to study and establish the travel agencies quality rating based on customer satisfaction.The main contents include the following parts: First of all, reviewing the customer satisfaction degree based on the evaluation theory; Secondly, Analyzing the quality of travel agents and quality evaluation factors; and then, based on analysis of travel products, designing the level of travel agencies evaluation system and building the model according to the quality of visitors satisfied. Then, the questionnaire is designed as per travel-related indicators which is based on visitors satisfaction level, after that a comprehensive questionnaire data is analyzed and empirical researched, finally come to the conclusion of satisfaction indicators.To build up a travel agency level system based on the tourists'satisfaction is for providing an evaluation tool for the government.
