Our country’s energy endowment is "rich coal, inferior, less gas", this is largely determines the inevitable mainly on coal energy consumption structure in our country. Unreasonable structure of energy consumption patterns and strained caused our country in recent years, energy supply, external dependency are also increasing year by year, especially when high quality oil energy, in2013China’s foreign oil dependency is57%. According to figures from the national energy administration:in2013, our country coal3.65billion tons, the total consumption accounted for about67%of primary energy consumption structure, accounted for about50%of the world’s total coal consumption. Our country of excessive dependence on fossil energy such as coal, oil, caused the fog in our country at present, the greenhouse effect worse and so on a series of environmental problems, as fossil energy exploration and development also brings social problems such as oil, coal gas leakage accidents.Breadth of the energy consumption structure adjustment, the resources involved is huge, which also includes a large part of the monopoly of state-owned enterprises, must be in the national level, the corresponding energy policies give guidance and specifications. And energy policy formulation is also a huge project, which involves coal, oil, electricity, gas and other industries, is also involved as the ministry of land and resources, the national development and reform commission, bureau of energy, state grid, petrochina, sinopec and other state organs and large state-owned enterprises. Energy policy to solve such a complicated mechanism and conflict of interest, inevitably some intractable problems encountered in the actual operation or policy itself design is unreasonable, violates the market mechanism. This article is precisely in this context, from the perspective of national energy policy innovation to explore China’s energy consumption structure adjustment problems encountered in the course. First of all, this article reviewed the first industrialized nation in the process of economic growth the evolution of energy consumption structure, and analyzes the process of the main factors influencing the energy consumption structure evolution. On this basis, this article selects the United States, Britain and Germany in terms of energy consumption structure adjustment, the three major progress was made in the country, and their effect on energy consumption structure adjustment has carried on the induction analysis of main energy policy. The structure evolution of energy consumption in the developed countries and some typical countries for energy policy for the current energy consumption structure adjustment of our country and relevant policy provides reference significance to the benchmark. This can be a reference in our country the practice of developed countries, in order to evaluate correction energy policy formulation and implementation.Then, in this paper, the energy consumption structure evolution process and after the reform and opening in China’s energy policy has carried on the corresponding review, found that the evolution process of China’s energy consumption structure, basic consistent with the evolution trend of leading industrialized nations, energy policy formulation is also in line with the current energy consumption structure direction to a clean efficient and renewable energy development trend. But the reality of the current our country national condition indicates that China’s energy consumption structure still exists many problems, such as the serious fog in the north, large amounts of greenhouse gas emission, and the instability of gas price policy, the real picture show that it is necessary for China’s current energy policy more in-depth research and analysis, found the easily neglected problems.Then, in this paper, the current our country’s energy policy more intensive research, from energy prices, taxes, subsidies and other economic policy and the policy of the management of energy to reveal the problem of energy consumption structure analysis. The results found that science and rationality of the current energy policy and uniformity, the standardization needs to be strengthened. Finally, the paper aimed at creating many problems of the "four one" energy policy model, that is, from economic policies, mandatory policy, research and development, management policy and operation mechanism four aspects comprehensive considerations of energy policy, and then in a more diverse means, a more comprehensive view of solving the existing problems, to achieve "two-wheel drive" the goal of energy consumption structure adjustment, which should not only pay attention to the traditional internal energy consumption structure optimization adjustment, also should pay attention to the adjustment of conventional energy to renewable energy.
