The Analysis To The Ensuring Capability Of The Basic Medical Insurance For Retired Urban Employees

Medical security system is the institution that can removenational’s fear of attacks from behind and improve theirphysical quality. The level of removing national’s fear ofattacks from behind is always an pivotal index that measuresthe standard of social welfare of a country or a district. Thebasic medical insurance for urban employees is the core of themedical security system and has characteristics aboutmandatory、mutual benefit、sociality.The ensuring capability ofthe basic medical insurance for urban employees directlyconcerns the medical treatment and normal life of billions ofurban employees.The retired urban employees are theparticular groups of urban employees. They are the vulnerable groups in healthy aspect and suffer from chronic disease. Theynot only need multiple medical treatment but also spend moremedical expenses.Because of the retired urban employeesare in the fastigium on medical treatment and medical expenses,it can concentrated reflect the shortage of the basic medicalinsurance for urban employees. Further more,it can offer someadvice to the progressing of the basic medical insurance forurban employees. This thesis analyses the ensuring ability ofthe basic medical insurance for urban employees to the retiredurban employees from the needs of medical treatment andmedical expenses. This thesis adopts unstructured interview inthe questions of the needs of medical treatment andquestionnaire method in the questions of the medicalexpenses. One of characteristics of this thesis are the organiccombination of qualitative method and quantitative method.Inthe process of quantitative analysis, this thesis comparessurveying data with national or district data and concludes that:the retired urban employees of the surveying county needs moreoutpatient service and spend more times in the drugstores; thebear of outpatient service is the dearest expenses, but thefunds of the basic medical insurance for urban employees didnot reduce this burden; the thesis summarizes that the present basic medical insurance for urban employees can not meet theretired urban employees’ needs to the medical service either didnot reduce their burden of medical expenses.All the indexes oftwo dimensions of the ensuring capability of the basic medicalinsurance for urban employees is low to retired urbanemployees.Finally,this thesis presents some advice to improvethe capability of the basic medical insurance for urban retiredemployees on medical service and the burden of medicalexpenses:increasing the proportion pooling funds in outpatientexpenses;expanding the coverage of the basic medicalinsurance for urban employees;exploring the payment methodaccording to the type of chronic disease.
