In the high-speed development of science and technology and the rapid growth of market economy today, enterprise development is faced with increasingly fierce competition. The survival and development of the enterprise not only depend on production resources, but also inseparable from the knowledge and skills, the development of science and technology, innovation and human resources. The role of human resources in the enterprise stable and long-term development has been more and more people’s attention. The introduction of talents and scientific use, will become the core competitive power of enterprise development, is the enterprise long-term development foundation and the guarantee.The chemical industry enterprises are facing "by recruiting the right people, problems keep people".There is the ability to work with the job requirements of staff does not match the situation. Starting from the root, is no employee recruitment and allocation of scientific and rational analysis of the recruitment of staff, lack of long-term planning and arrangement, no systematic study on employee configuration.Based on the land of Ningxia Dadi chmo-industrial Co. Ltd Kunhui gasification Branch as the research object, combined with scientific theoretical basis, using literature data collection and analysis of present situation, staff interviews and questionnaire survey on employee recruitment and allocation to conduct a comprehensive analysis and discussion, summed up the problems in employee recruitment and allocation, is proposed strategy and selection test method to select the optimal recruitment channels, the staffing target, through effective job analysis, put forward to take the post internal rotation, the establishment of employee promotion system, formulate a scientific and reasonable incentive mechanism improvement of staff allocation method.The author thinks that, through the demand analysis for the job, make the plan of recruiting, selecting the optimal recruitment channels is the basis for the implementation of the recruitment, staff allocation method is reasonable, according to the assessment and incentive mechanism system, can realize the fit, fully display the maximum value of employees.
