A Study On Xiamen Low Carbon Land Transfer Planning Conditions Based On Green Zoning Amendment In American

Sustainable development has recently become the socialconsensus, and the construction of low carbon city has become identity and action concept from the government to the citizen. Promoting the lowcarbon city new land development by using daily city planning management is the important content of the construction of low carbon city. This article take the American related mature experiences as examples, low-carbon land transfer planning conditions as the breakthrough point, Xiamen as the carrier to research the low carbon land development requirements.Firstly, the article studies the recent low carbon amendment in American:Green Zoning amendment, including the Background, the policy basis, the related green standard system. Then the article summarizes the content of the amendment, research the successful experienceandanalyzes thepossible defects of Green Zoning amendment.Secondly, the article researchs the status of transferring land in Xiamen City, including the work procedure and usual requirement. Then it points outs the existing problems of the land planning condition in Xiamen with the view of low carbon, and suggests that Xiamen could take the example by Green Zoning.Thirdly, Based on the Green Zoning amendment, this article puts forword some suggestion of low-carbon land transfer planning condition of Xiamen according to the reality of Xiamen. It includs low carbon index, low carbon buildings and landscape design guidelines, and low carbon incentive policy.Last, the article made a conclusions, in which it points out the limitations of the present study, and the future research prospects.
