| This paper is a study on the public service supply model of Dongli District, Tianjin.After more than20years’ development, Tianjin Business Incubator has made remarkableachievements in practice and in theory, but also produce a series of questions, which themost prominent mode of operation, the resulting supply of public services, and the modeabove problems we should get to the bottom. In this paper, for the theory of complexnetworks, network governance theory, the theory of planned behavior analysis tools,combined with content analysis, multiple comparative study, depth interviews and otherresearch methods, the use of multi-theoretical approach depth technology incubator ofpublic service provision scientific definition and system theory, and through domestic andinternational technology business incubator public service supply comparative studysummarizes the modeling approach, combined with the Tianjin science and Technologybusiness incubator the supply of public services, new features, new trends in technologystart-ups raised incubator national conditions and their cities incubator concept, institutionsand mechanisms of public service provision.A combination of qualitative research and quantitative research study method,comparison, research, interviews and information inquiries, summarize the developedcountries and the development of China’s enterprises incubator historical experience, whichraised basic characteristics of the the incubator model framework and service modeelements;further involved in issues related to the design questionnaire, Dongli District,Tianjin, on behalf of the science and Technology Committee issued within the stipulatedtime,28questionnaires were recovered,21valid responses were got.Statistical analysis of the questionnaire, the paper reveals the status of the DongliDistrict, Tianjin incubator management and service model.
