Text And Practice System Based On Deviation New Agricultural Insurance Issues

Rural social old-age insurance is a fundamental social policy which is related to the most rural population and solving their old-age worries. The establishment of the new type of rural social old-age insurance system is not only the urgent need to deal with the aging of population in rural areas, but also is the realistic requirement to solve the problems of large farmers’old-age. The implementation results of the new type of rural social old-age insurance system in recent years show that it has made many significant achievements. But in the trial process, the new type of rural social old-age insurance system is gradually revealed some problems, resulting in a large gap between the system operating results and the target, then resulting in a system deviation between the text and practice.This paper uses the system deviation between text and practice as the entry point, by combing the related theories and the domestic research status, defining the related concepts, as well as using the literature research method, questionnaire investigation and case interview method, then do in-depth field research on the large gap between the text and practice and using the related theories analysis how it could happen. Specifically the paper completes the following three tasks, Firstly, through the investigation on the status of W county’s new type of rural social old-age insurance system, I find out that the system deviation between text and practice is mainly manifested in four aspects:farmers have rather a low opinion of system; most farmers chose the lower pay grade and they are totally unmotivated; the system coverage is narrow so that part of the population is excluded from the system; the system security level is low and it cannot meet the actual needs of farmers. Secondly, according to the Smith policy implementation process model theory and Coleman rational choice theory, the paper analyzes the problem of the system deviation is how to produce from four aspects of executive agent, target group, execution environment and the system. Finally, based on the above investigation and analysis, the paper comes up with the suggestions and countermeasures to reduce the system deviation between the text and practice, that is, to gradually perfect the system design process from improving the behavior of executive agent and optimizing the execution environment.
