State-owned economy is the dominant force in the national economy,state-owned enterprises is the basic carrier of state-owned economy. The constructionof a high quality team of state-owned enterprises operators is the key of thevicissitude of the state-owned economy. Under the condition of socialist marketeconomy, we should stick to the principle of distribution according to work, toestablish and improve the rights and responsibilities, unified, incentive and constraintchecks and balances of the state-owned enterprise operator incentive and constraintmechanism of income distribution, which is one of the important content of deepeningthe reform of state-owned enterprises.This paper reviews the reform of income distribution of state-owned enterpriseoperator, finding the main problems existing in reality is lack of proper restraintmechanism and personal income is too high. The main reason is that we should notstick to the Marxist principle of distribution according to work in reform. From theanalysis of the academic literature at home and abroad, this is mainly influenced bythe international popular new liberalism economics, regarding the operators as theprivate ownership of state-owned enterprises since "economic man", advocatingresidual claims or stock ownership incentive that changing State-owned capital intoprivate capital. Since reform and opening up, Marxist economists have point out thatthe core of reform is to promote the combination of public ownership and marketeconomy. That is absolutely correct. It needs to be conscientiously implemented onthe operator’s income distribution relations.This paper argues that the principle of distribution according to work is thetheoretical foundation for establishing incentive-restricted mechanism of incomedistribution of state-owned enterprise operator. In planning economy period, therewas lack of incentives for operators. The main reason is that we should not carry outthe principle of distribution according to work. The nature of the private ownership ofthe means of production determines the nature of the distribution relationship.Realistic national conditions and specific business conditions determine the concreteform of the distribution relationship. Therefore, in order to set up state-ownedenterprise operator incentive constraint mechanism for income distribution, we mustfully understand the socialist market economy under the new historical conditions,and new characteristics in the ownership of state-owned enterprises, andcharacteristics of state-owned enterprises in specific industries, even thecharacteristics of specific enterprises. Only in this way can we implement theprinciple of distribution according to workIn this paper, on the premise of Marxism guiding ideology, analyzing theconstruction of state-owned enterprise operators incentive constraint mechanism forincome distribution. The main factors can be listed as follows.First, this paper distinguishes the essential difference between state-ownedenterprises operators and private operators. The first incentive and constraint is toAttaches great importance to the operators of state-owned enterprises of the socialisteducation management workers Second, State-owned enterprise operator’s labor contribution to the achievementof measure shall conform to the characteristics of the operation and management work.Main operator management labor contribution should be measured throughcomprehensive benefits of State-owned enterprises.Third, this paper considers the differences of state-owned enterprises of differentindustries, countries of different state-owned enterprise investment that have an effecton enterprise’s benefit. When people evaluate operator’s management work, peoplemust be deducted from the positive and negative effects of external factors on theenterprise benefit, and seek truth from facts to measure operator’s labor contribution.State-owned capital management organizations should take strict supervision and thenecessary adjustments over the revenue of state-owned enterprise operators.Fourth,Handling the relationship between the rights, responsibilities and benefits.To deal with the operator’s long-term contribution to the short-term contribution ismore impairment. Put an end to the station that operator only contribution incentiveand take the responsibility of decision-making mistakes. Therefore, real-name votingsystem must be established business decisions, and income distribution in realizationof unification of rewards and punishment incentive restriction mechanismBased on the analysis of the properties, this paper take advanced of mathematicaleconomics method and put forward the basic model of state-owned enterprise operatorincentive and constraint mechanism for income distribution.
