The New Rural Cooperative Medical Security Research Moderation

The new rural cooperative medical care system is an important part of the entire social security system. Since the system started in2003, the phenomenon of "being poverty because of sickness" has been effectively reduced in rural areas. The system also plays an important part in improving the awareness of health and disease prevention, at the same time, it promotes the development of the rural public health undertakings.However, the system still has problems in the actual operation. This article starts from the vital interests of participating farmers and takes the county S as the research area. We analyzed the suitability of moderate level with the inferred mathematical model of the new rural cooperative medical insurance in county S. Ultimately, we draw a conclusion that the level of the medical security in S County was not modest. So as to explore the reasons, we designed a questionnaire and investigated the local farmers. Through the statistical analysis of the questionnaire data and combing the interview situation, we find the reasons that why level of the new rural cooperative medical security is not modest in county S, and then we offered some corresponding countermeasures. We find that the new rural cooperative medical security level is not modest, the reasons include unreasonable fund-raising mechanism, imperfect compensation mechanism, advocacy and grassroots medical institutions are not in place and poor service. And we offered some corresponding countermeasures, such as improve the level of funding, establish standard dynamic financing, broaden the financing channels, reduce the financing cost, improve the level of compensation, expanding the scope of the compensation, increase the propaganda, step up publicity efforts to increase health care infrastructure for grassroots medical institutions, strengthen the training of health care, increase the supervision of the new rural cooperative medical care funds and the medical institutions.
